A draft of the Statement of Requirement is attached to this RFI. This notice does not constitute a commitment by the Government. In support of the carbon pollution-free electricity (CFE) goals expressed in Section 203 of Executive Order (E.O.) 14057, Catalyzing Clean Energy Industries and Jobs Through Federal Sustainability (December 8, 2021), the U.S. General Services Administration (GSA) anticipates seeking an annual average of approximately 2,705,657 MWh of retail electricity supply, a portion of which will be Bundled CFE, in the Pennsylvania-New Jersey-Maryland (PJM) Interconnection regional transmission organization (RTO) including an increasing proportion of CFE over a term of up to 10 years. GSA is conducting this Request for Information (RFI) to identify contractors who possess the capabilities to provide CFE as defined in E.O. 14057 in the PJM RTO retail electricity market. For the purposes of this RFI, CFE means electrical energy produced from resources that generate no carbon emissions, including marine energy, solar, wind, hydrokinetic (including tidal, wave, current, and thermal), geothermal, hydroelectric, nuclear, renewably sourced hydrogen, and electrical energy generation from fossil resources to the extent there is active capture and storage of carbon dioxide emissions that meets Environmental Protection Agency (EPA) requirements (Sec. 603(d) of E.O. 14057). The North American Industry Classification System (NAICS) Code is 221122, Electric Power Distribution. Market research is being conducted to determine interest and capability of potential sources for this requirement. The information received as a result of this RFI will help GSA develop procurement strategies that may be implemented as soon as Fiscal Year 2024 (FY24.)
