Description
The Department of the Army, USAG Fort Jackson has a requirement to establish a Blanket Purchase Agreement (BPA) for on-call Unexploded Ordnance (UXO) dud survey and clearance services. We require one BPA holder. BPA Authority: This BPA will be established under the authority of RFO FAR Subpart 12.201-1(e)(3). Scope of Work: The vendor shall provide all qualified personnel, supervision, equipment, and materials necessary to perform UXO dud survey and clearance at the Remagen Hand Grenade Range. Key tasks include, but are not limited to: performing surface and sub-surface sweeps using geophysical detection instruments, identifying and marking explosive hazards, and conducting on-site demolition of located ordnance in accordance with all applicable regulations. Individual calls will be placed against this BPA on an as-needed basis. Place of Performance: Remagen Hand Grenade Range, Fort Jackson, South Carolina Submission and Evaluation Instructions: Submission Deadline: All capability statements must be submitted electronically to the Points of Contact (POCs) listed below no later than 11 June 2026 at 10AM EST. Required Submission Items: 1. Company Profile: Include UEI, CAGE Code, and business size status under NAICS code 562910. 2. Capability Statement: A brief statement (not to exceed 5 pages) addressing the company's ability to perform the services outlined in the scope, including experience with projects of similar size and complexity. 3. Key Personnel: Evidence that personnel possess current EOD certification or equivalent civilian UXO Technician certification (compliant with DDESB TP-18). 4. Price List: Proposed pricing structure for services. Evaluation Criteria: The agreement will be established with the responsible offeror whose response represents the Best Value to the Government, considering technical capability, and price. Technical Capability is significantly more important than price.
