Description

PURPOSE OF THIS NOTICE: The U.S. Army Corps of Engineers, Rock Island District, is issuing this notice to solicit feedback from qualified businesses on the attached draft Performance Work Statement (PWS) and CLIN Schedule for future Advanced Contracting Initiative (ACI) contracts for Emergency Debris Removal Services. The ACI program supports rapid and comprehensive debris removal in response to disasters, as authorized by the Robert T. Stafford Disaster Relief and Emergency Assistance Act (Stafford Act). A significant need exists for large-scale debris management capabilities exceeding the capacity of state and local governments, and these services may be performed across the United States and all Outlying Areas as defined by Federal Acquisition Regulations (FAR) 2.101. USE OF FEEDBACK: The Government intents to use the feedback received from this notice to: Refine the PWS: Improve clarity, accuracy, and feasibility of the requirements to ensure a well-defined scope of work that is understandable to all potential offerors. Optimize the CLIN Structure: Develop a CLIN structure that is fair, transparent, and facilitates efficient contract administration, invoicing, and payment. Improve Value: Identify opportunities to reduce costs, improve efficiency, and maximize the value of the ACI-RCDMS contracts for the Government. ATTACHED DOCUMENTS: PWS (Draft) CLIN Schedule (Draft) CLIN Schedule Questionnaire SPECIFIC FEEDBACK REQUESTED: The Government is seeking feedback on the following areas: PWS Feedback (Submit via ProjNet � see instructions below): Are the proposed requirements realistic and achievable given current market conditions? Are the requirements clearly defined and unambiguous? Are there any potential challenges to fulfilling these requirements? Are the proposed requirements consistent with industry best practices? Are there any suggestions for improving the PWS to enhance competition and achieve better value? CLIN Schedule Feedback: Completed CLIN Schedule Questionnaire. Questions should be submitted via ProjNet. RESPONSE DEADLINE: The response deadline is Midnight on Friday, October 31, 2025. SUBMISSION INSTRUCTIONS: PWS Feedback: Please submit your feedback in ProjNet (see instructions below). CLIN Schedule Feedback: Please complete the attached questionnaire and email your completed questionnaire directly to Christopher McCabe at christopher.a.mccabe@usace.army.mil. The Government is not liable for any costs incurred in responding. A solicitation is not yet available. The Government will determine the most appropriate procurement approach for this requirement.
