This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6-Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The Request for Quote (RFQ) number is N6660426Q0346. The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a single Firm Fixed price order for Switch Regulators identified in the CLIN structure below to INCLUDE shipping FOB Destination to Newport, RI 02841 and Counterfeit Testing: CLIN 0001 Switch Regulators Vicor Part No. PI3749-00-LGIZ Counterfeit Testing (MANDATORY See Attachment), Must include Date Codes (D/C), Lot Code (L/C), and Country of Origin Brand Name and must be in Stock and ready to ship as it is at End of Life Material Qty 110 This procurement is 100% set aside for small business as concurred with by the NUWCDIVNPT Office of Small Business Program (OSBP). The North American Industry Classification System (NAICS) Code for this acquisition is 334413; the Small Business Size Standard is 1,250 employees. F.O.B. Destination, Naval Station Newport, RI 02841. Offerors shall provide the delivery lead time within the quote. In order to be determined technically acceptable the offeror shall: Quote the Brand Name according to minimum specifications below and attached. The Vicor PI3749-00-LGIZ is a highly efficient, wide-input-range buck-boost switching regulator. It is a proprietary design with unique, non-standard specifications that cannot be matched by alternative Commercial Off-The-Shelf (COTS) regulators: Specific Power and Efficiency Demands: High power-density configuration required to operate within the thermal and physical constraints of the MVPS housing. Form Factor & Footprint: Specific SMA size and precise pinout configuration that mounts directly onto the existing MVPS printed circuit board (PCB) layouts. Performance Characteristics: Rigid operational frequency tolerances designed to minimize electromagnetic interference (EMI) with sensitive submarine communication signals. Parallel Operation: Built-in capability for synchronized parallel operation to share load currents reliably without active current-share controllers Based on the above, it is not reasonable to conclude the potential savings from competition can offset the significant duplicative cost and schedule and mission impact associated with purchasing a new brand name product. Therefore, it is in the best interest of the Government to solicit and award this requirement on a brand name only basis. Counterfeit Material: Any suspected material that is a copy or substitute without legal right or authority to do so or one whose material, performance, or characteristics are knowingly misrepresented by a supplier in the supply chain. Examples of counterfeit material include, but are not limited to: Material which does not contain the proper internal construction consistent with the ordered material. Material which has been used, refurbished or reclaimed, but represented as new product. Material which has different package style or surface plating/finish than the ordered material. Material which has not successfully completed the supplier�s full production and/or test flow, but is represented as completed product. Material sold with modified labeling or markings intended to misrepresent the material�s form, fit, function or grade. Material which has been refinished, refurbished, or upgraded and has been identified as such, is NOT considered counterfeit.
