Issued on November 21, 2025 The Department of Energy/Western Area Power Administration (WAPA) intends to negotiate with MDU Resource Group, Inc. in Bismarck, ND, on a single-source basis under the authority of RFO FAR 12.102(a), restricting competition, under SAT, which pertains to soliciting from a Single Source. This negotiation is for a secured hangar space for one (1) Bell 407 N618DE helicopter. WAPA's Aviation Department and Flight Operations require secure long-term storage of helicopters during non-mission periods and maintenance near the WAPA Upper Great Plains (UGP) Regional office. Specific requirements include infrequent/minimal airspace restrictions, immediate 24-hour aircraft access by WAPA personnel, a smooth, hard surface, access to jet fuel (a fueling station) at the airport, nearby auto parking, supply locker storage, and a secure office area. Specific aircraft ground handling may be required and will be authorized by contractor personnel. The helicopter will be ground-handled by a WAPA-owned self-propelled Heli-porter or a contractor tug to a Helipad. Minor maintenance and inspections on the Bell 407 will be required in the hangar by WAPA-authorized maintenance-contracted personnel. The Government intends to acquire these commercial services in accordance with the provisions, clauses, and procedures prescribed in FAR Parts 12. Based on thorough market research, WAPA has not identified any other sources that can meet the agency's storage and access requirements. This is due to the critical need for secure hangar space with unrestricted 24/7 access, emergency maintenance availability, and proximity for emergency response by WAPA pilots and Aerial Patrolmen. The North American Industry Classification System (NAICS) code for this acquisition is 488119, with a size standard of $40 million. The base period of performance is for one year, with four (4) one-year option periods, beginning February 1, 2026. Although MDU Resources is not listed under NAICS code 488119 for Other Airport Operations, with a dollar threshold of $40 million per year, it would be categorized as a Large Business. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES. This notice of intent does not constitute a competitive Request for Quotation (RFQ), and no solicitation package will be publicly issued. Responsible sources may submit a capability statement in response to this requirement, which shall be considered by the Agency. Capability statements must be received within five (5) business days after the date of publication of this notice and shall include documentation on the ability to satisfy the Government's requirements. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. If WAPA identifies no other capable sources by November 28, 2025, at 08:00 a.m. MTN and WAPA will issue a firm-fixed-price purchase order on or about February 1, 2026. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement.
