Description

DLA Troop Support intends to issue a Request for Proposal (RFP) for Chemical Biological Radiological (CBR) protective respirator assemblies, respirator air filters. National Stock Numbers (NSNs) cite CAM LOCK, LTD (cage code U6290), as the designated Original Equipment Manufacturer (OEM) for all 10 NSNs. Pricing is to be submitted for the one (1) base year, and an EPA will apply for each of the option years, if exercised. The guaranteed minimum for the resultant contract will be a one-time obligation of $876,409.62 during the base period for the life of the contract regardless of any exercised option periods. The Government is not obligated to purchase beyond the guaranteed contract minimum dollar value. The maximum dollar value that may be ordered against any resulting contract(s) is $49,000,000.00. The solicitation number is SPE8E5-26-R-0002 and will be issued as unrestricted with F.O.B. Destination to Direct Vendor Deliveries (DVDs) non stock orders. Inspection and acceptance will be at source. The solicitation will allow for a single award. FAR Part 15, Contracting by Negotiation procedures will be utilized. The Government intends to make an award based on initial offers; however, the Government reserves the right to conduct discussions, if necessary. Offerors are encouraged to submit their �best proposal� in response to this solicitation. The Government will make an award to a responsible offeror, offering the lowest price that is determined fair and reasonable, who conforms to all of the terms and conditions set forth in the solicitation. Proposals will be evaluated according to Lowest Price Technically Acceptable (LPTA). Vendors are required to submit Certified Cost and Pricing Data. Large Businesses are required to submit a Subcontracting Plan The required delivery schedule will be 120 days after date of each delivery order. The official technical requirements will be included in the solicitation. Please note that the annual estimates may be revised at the time of the solicitation to provide the most accurate and up to date information possible. The anticipated release date of the solicitation will be 30 June 2026. This date is subject to change. A copy of the Solicitation will be available via the DLA Internet Bid Board System (DIBBS), https://www.dibbs.bsm.dla.mil/ . All responsible sources will be able to submit a proposal which will be considered by DLA Troop Support. Offerors wishing to submit an offer are responsible for downloading their own copy of the RFP and for frequently monitoring the site for amendments. Offerors must be currently registered in the System for Award Management (SAM). Failure to respond to the posted RFP and associated amendment(s) prior to the date and time set for receipt of proposals may render vendor offer non-responsive and may result in rejection of same.
