04 March 2026: This notice has been updated to provide an Amendment to the Solicitation, provide Government answers to questions submitted, and provide the applicable Wage Determination. Please refer to the attachments below for these documents. ------------ THIS SOLICITATION WAS REFERENCED IN PREVIOUS NOTICES AS W911S7-25-R-A015. DUE TO A SYSTEM UPDATE, THE SOLICITATION NUMBER IS NOW W911S7-26-R-A009. The Mission and Installation Contracting Command (MICC) has a requirement from G3 Training Instruction Branch at MSCoE to provide C2 Digital and Simulation Support services. This is a services requirement to provide Mission Command Systems (MCS) digital training capability and higher command (HICON) coordination and information to MSCoE G3 Training Instruction Branch. This requirement is to provide digital communication training, simulation training, and command and control (C2) expertise. The Contractor shall provide digital MCS instruction, including training and training support of MCS application software that provides a Common Operating Picture (COP). The Contractor shall perform the higher C2 function as well as act as the observer/controller (OC) for all training events for the Captain�s Career Course (CCC), the Basic Officer Leadership Course (BOLC), the Advanced Leader Course (ALC), and the Senior Leader Course (SLC) for USACBRNS, USAES, and USAMPS, as well as operational units located or training at FLW and the Regional National Guard and Reserves Units. This shall include other Governmental agencies as required. These events may include constructive and/or virtual simulation to stimulate the Mission Command Systems. Further details on objectives can be found in Part 3 Technical Exhibit 5 of the Performance Work Statement (PWS).
