Description
THIS IS AN UNRESTRICTED PROCUREMENT. This procurement will result in one Indefinite Delivery/Indefinite Quantity (IDIQ) contract for multi-discipline Architect-Engineer (A-E) services for Encroachment Management Implementation and Mission Readiness, Sustainment, and Compatibility services at various Navy and Marine Corps installations primarily in the Navy Region Southwest but may also include work worldwide. These services will be procured in accordance with 40 USC Chapter 11, Selection of Architects and Engineers, as implemented by FAR 36. The IDIQ contract will be for a base period of two (2) years and three (3) one-year option periods (if exercised). The total fee for the contract term shall not exceed $30,000,000. The guaranteed minimum for the contract term (including option years) is $1,000. Firm-fixed price task orders will be negotiated for this contract. The minimum value of individual task orders executed under this contract is $25,000. The maximum value of individual task orders executed under this contract is $2,500,000. There will be no dollar limit per year. Estimated start date is March 2027. The Small Business size standard classification is North American Industrial Classification System (NAICS) Code 541330 (Engineering Services). The Government seeks the most highly qualified firm to perform the required services, based on the demonstrated competence and qualifications, in accordance with the selection criteria. Primary A-E Services: 1. Land Use Planning. 2. Air Installations Compatible Use Zones (AICUZ) and Range Air Installations Compatible Use Zones (RAICUZ) Studies. 3. Encroachment Action Plans (EAP) or Encroachment Control Plans (ECP). 4. Strategic Engagement and Communication Plans (SECP). 5. Outreach Planning Materials. 6. Electronic Database. Secondary Services: 1. Other related studies/analysis: Provide additional services to assist in implementation of encroachment management studies, Range Complex Management Plans (RCMP), Integrated Natural Resource Management Plans (INRMP), Readiness and Environmental Protection Integration (REPI) Program plans, and other special planning, engineering, and encroachment support deliverables, such as analytical assessments, geospatial analysis and simulations, traffic studies, glint/glare analysis, radar assessments, plume analysis and modeling, lighting studies, and socio-economic studies. 2. Other Related Reports or Documentation: Deliverables also include assistance with incidental services related to providing public notice for studies and publicizing and providing training on encroachment-related studies.
