Please note: Acknowledgment of Amendment 0005 and Amendment 0006 is NOT required. The proposal deadline remains unchanged at 25 June 2026 at 3:00 PM Central Time). --- AMENDMENT 0005 WAS PREVIOUSLY ISSUED --- (Please see the attached "Amd_0005_Summary_and_Q-A_FA4600-26-R-0004" document for previous Government clarifications regarding SF330 formatting and margin requirements). --- AMENDMENT 0004 WAS PREVIOUSLY ISSUED --- (Please see the attached "Amd_0004_Summary_and_Q-A_FA4600-26-R-0004" document for official Government responses to industry questions). --- AMENDMENT 0003 WAS PREVIOUSLY ISSUED (04 June 2026) --- This amendment made substantial changes to the solicitation. All offerors are strongly advised to review the "Amd_0003_Summary_of_Changes" and the "Conformed_Combined_Synopsis_Solicitation_Amd_0003" documents. (Note: All revisions made to the Conformed Synopsis/Solicitation under Amendment 0003 were highlighted for ease of industry review). Key changes from Amendment 0003 included: REMOVAL of the 200-mile geographic pass/fail requirement. REVISION of the evaluation criteria, including the reordering of Primary Factors. EXTENSION of the proposal deadline to 25 June 2026 at 3:00 PM Central Time. (Note: Please refer to the attachments for Amendments 0001 and 0002 for historical context, SOW replacements, and previous Q&A. Where a conflict exists, Amendment 0003 and subsequent Q&A amendments shall govern. The Conformed Synopsis attached to Amendment 0003 remains the official, governing solicitation document). ---------------------- The 55th Contracting Squadron at Offutt Air Force Base, Nebraska, is issuing a Combined Synopsis/Solicitation for Architect-Engineer (A-E) services in accordance with the Brooks Act (FAR Subpart 36.102). The Government intends to award up to four (4) single-award, Firm-Fixed-Price (FFP) Indefinite-Delivery/Indefinite-Quantity (IDIQ) contracts to provide a full range of multi-disciplinary Title I, Title II, and other specialized engineering services. These services will support sustainment, restoration, modernization, and new construction projects primarily at Offutt AFB and its associated off-site facilities in eastern Nebraska. Important Dates (UPDATED VIA AMENDMENT 0003): Questions Due Date: The limited Q&A period has concluded. No further questions will be accepted. SF330 Submission Due Date: 25 June 2026 at 3:00 PM Central Time. (This is the final, definitive deadline. No further extensions will be granted). Acquisition Strategy & Contract Structure: Set-Aside: This acquisition is a 100% Total Small Business Set-Aside. NAICS Code: 541330 (Engineering Services), with a Small Business Size Standard of $25.5 Million. Period of Performance: Each contract will consist of a five (5) year base period and one (1) five (5) year option period. Contract Ceiling: The maximum capacity for each IDIQ contract is $49,000,000. Pool Structure: To ensure the Government has access to highly specialized expertise, the contracts will be awarded across four (4) distinct pools of work. A firm may submit qualifications for one or more pools; however, a firm will only be awarded a maximum of one (1) contract. Pool 1: Specialized Engineering & Consulting (e.g., Blast, RF Shielding, SCIF/SAPF, Acoustics) Pool 2: Mechanical & Electrical Engineering Pool 3: Civil & Structural Engineering Pool 4: Architecture & Renovation Key Mandatory Requirements: Offerors are advised that this solicitation includes stringent mandatory pass/fail requirements that must be met at the time of submission, including: Cybersecurity Compliance: The Offeror must possess a current, active Summary Level Score in the Supplier Performance Risk System (SPRS) reflecting a self-assessment against the NIST SP 800-171 framework. Submission Instructions: This is NOT a Request for Proposal (RFP). Interested firms must submit a Statement of Qualifications using Standard Form (SF) 330.
