SLAC National Accelerator Laboratory is operated by Stanford University for the Department of Energy. As a management and operating contractor, subcontracts awarded by the Laboratory are not Federal procurements, and are not directly subject to the Federal Acquisition Regulations in 48 CFR. Nonetheless, certain Federal laws, Executive Orders, and regulations may affect our DOE approved purchasing system, as required by statute, regulation, or contract terms and conditions. Source selection will be based on Lowest Price and Technically Acceptable Method (LPTA). Technical evaluation criteria are as follows: Material: 316L seamless stainless steel, redrawn from tube produced to ASTM A269 OR 347/316L welded tubes shall be made from strip conformed to ASTM A240/A240M, with surface finish per ASTM A480/A480M, Finish 2B or better. Final product to have outside tube diameter shall be 1.875? +0.000?/?0.007?, and wall thickness shall be 0.012? �0.001?. (Drawing PF-444-161-25) Overall cut-tube length deviation shall be within �0.005? from the nominal specified value. Tubes shall be straight to a maximum deviation of 0.001? per 1.0? of tube length. (Applicable to tubing made of a flat strip only) The weld bead shall be a butt joint fusion TIG weld without the use of filler metal. During welding, an inert gas inside purge shall be used along with an inert gas trailing shield on the outside. Tolerance on weld bead projection after planishing shall not exceed 0.002?. Tubing shall be cut to final length using a method that does not deform or collapse the tube wall, and all resulting sharp edges shall be immediately deburred, producing a maximum radius of 0.005?. (Refer to SC-700-866-49) No silicon or sulfur-based cutting fluids shall be used as machining lubricants. Cutting fluids must be approved, as specified in the latest revision of SC-700-866-47. Surface finish of the final product shall not exceed 16 ?in Ra (0.40 ?m Ra) on the tube inner surface and shall not exceed 63 ?in Ra (1.6 ?m Ra) on the tube outer surfaces. Electropolished per ASTM B912 if mechanical polishing was used to achieve required surface finish. Passivated per ASTM A967 (corrosion resistance). No operation causing contaminants to be embedded into vacuum surfaces shall be permitted. Grinding with resin-bonded wheels, emery cloth, crocus cloth, or similar abrasives on vacuum surfaces is prohibited. Cleaning of vacuum surfaces at all stages shall use only approved solvents and methods; chlorinated, brominated, and sulfur-based solvents are prohibited. Fabricated in full accordance with INJ-98 Rev. 6, with quality records and inspections outlined. Please provide a price and lead time quotation by COB 7/3/2026. The resulting purchase order will be issued on a fixed price basis. SLAC National Accelerator Laboratory Terms and Conditions for Fixed Price Commercial Supplies and Services (Rev. August 2023) will be made a part of the resulting order. Payment Terms will be NET-30 (SLAC is unable to do advance payments and or Prepayments).
