--- AMENDMENT 0002 HAS BEEN ISSUED --- (Please see the attached "Amd_0002_Deadline_Correction" document for critical clarifications regarding the final submission deadline). --- AMENDMENT 0001 WAS PREVIOUSLY ISSUED --- (Please see the Amendment 0001 Summary and Q&A document for full details regarding updated cybersecurity compliance requirements, SOW replacements, and other key clarifications. The Conformed Synopsis and Replacement SOWs attached to Amendment 0001 remain the official, active solicitation documents). The 55th Contracting Squadron at Offutt Air Force Base, Nebraska, is issuing a Combined Synopsis/Solicitation for Architect-Engineer (A-E) services in accordance with the Brooks Act (RFO Subpart 36.102). The Government intends to award up to four (4) single-award, Firm-Fixed-Price (FFP) Indefinite-Delivery/Indefinite-Quantity (IDIQ) contracts to provide a full range of multi-disciplinary Title I, Title II, and other specialized engineering services. These services will support sustainment, restoration, modernization, and new construction projects primarily at Offutt AFB and its associated off-site facilities in eastern Nebraska. Important Dates (CLARIFIED VIA AMENDMENT 0002): Questions Due Date: The deadline for questions has passed. No further questions will be accepted. SF330 Submission Due Date: 10 June 2026 at 3:00 PM Central Time. (This is the final, definitive deadline. No further extensions will be granted). Acquisition Strategy & Contract Structure: Set-Aside: This acquisition is a 100% Total Small Business Set-Aside. NAICS Code: 541330 (Engineering Services), with a Small Business Size Standard of $25.5 Million. Period of Performance: Each contract will consist of a five (5) year base period and one (1) five (5) year option period. Contract Ceiling: The maximum capacity for each IDIQ contract is $49,000,000. Pool Structure: To ensure the Government has access to highly specialized expertise, the contracts will be awarded across four (4) distinct pools of work. A firm may submit qualifications for one or more pools; however, a firm will only be awarded a maximum of one (1) contract. Pool 1: Specialized Engineering & Consulting (e.g., Blast, RF Shielding, SCIF/SAPF, Acoustics) Pool 2: Mechanical & Electrical Engineering Pool 3: Civil & Structural Engineering Pool 4: Architecture & Renovation Key Mandatory Requirements: Offerors are advised that this solicitation includes stringent mandatory pass/fail requirements that must be met at the time of submission, including: Geographic Requirement: A full-service, non-residential design office located within a 200-mile radius of Offutt AFB (Applies to the Prime Offeror only). Cybersecurity Compliance: The Offeror must possess a current, active Summary Level Score in the Supplier Performance Risk System (SPRS) reflecting a self-assessment against the NIST SP 800-171 framework. Submission Instructions: This is NOT a Request for Proposal (RFP). Interested firms must submit a Statement of Qualifications using Standard Form (SF) 330.
