NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS Prepared in accordance with FAR Part 5 The Bureau of Indian Affairs (BIA), Northwest Regional Office (NWRO) on behalf of the Southwest Regional Office (SWRO), Office of Justice Services (OJS) District IV intends to enter into a sole source firm-fixed price contract with the University of New Mexico for autopsy and forensic pathology services under the authority of FAR 6.103-1 and 41 U.S.C. 1901. Office of Justice Services (OJS) District IV requires autopsy and forensic pathology services. Autopsy and forensic pathology services are required for four (4) agencies in the Southwest Region to determine the cause of death for individuals in cases where the cause is not related to natural causes or where human remains have been found. These services are necessary to accurately determine the cause of death in homicide, suicide, unattended death investigations and the discovery of human remains. Without these services, criminal investigators will be unable to perform their duties efficiently in any and all death investigations and will struggle to provide necessary evidence for legal proceedings and prosecution. The University of New Mexico provides these services for the entire State of New Mexico. All Law Enforcement Agencies across the state rely on the University of New Mexico for these specialized services. The University of New Mexico is the only responsible source and no other supplies or services will satisfy agency requirements. No solicitation is available and no technical questions will be answered for this requirement. The NAICS code for this acquisition is 621511 Medical Laboratories. If a firm believes that BIA should not pursue this procurement, it should submit a capability statement and pricing information for this requirement by 12:00 pm Pacific Time, 22 June 2026.
