Description

Pre-Solicitation Notice This notice announces the intent of the Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA), Office of Acquisitions, to issue a solicitation on behalf of the Veteran Readiness and Employment (VR&E) for services in support of Longitudinal Study (PL 110-389 Sec. 334). This project originated with the passage of Public Law 110-389, Section 334. The longitudinal effort will center on individuals who begin participation in a vocational rehabilitation program under Chapter 31, for fiscal years 2010, 2012, and 2014. Each cohort will be followed for 20 years. The scope of this contract is to collect the data on nearly 50,000 Veteran participants and provide analysis that will provide useful demographics and trends relating to the targeted veteran customer within VR&E s Chapter 31 program. The Solicitation is set-aside 100% for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns. Services to be performed under the contemplated contract will be within the North American Industry Classification System (NAICS) Code 541611 with a size standard of $24.5 Million. The Request for Quote (RFQ) will be issued electronically on Contract Opportunities at http://sam.gov. Only proposals submitted by SDVOSB vendors shall be accepted by the Government. Any proposal that is submitted by an Offeror that is not an SDVOSB shall not be considered for award. VAAR 852.219-73 is included in this solicitation and references the SBA certification database at https://veterans.certify.sba.gov/.� However, the website portal at the foregoing link is now static and is no longer being updated as of August 2024.� To be eligible for award, a vendor must be listed as SDVOSB certified in the SBA certification database (under Government Certifications) found at the Dynamic Small Business Search website: https://dsbs.sba.gov/search/dsp_dsbs.cfm� at the time of proposal submittal and at the time of award, to be considered for award. Vendors must be registered in the Systems for Award Management (SAM), and have an active registration at the time quotes are submitted. No contract will be entered into with an unregistered contractor. Internet access allows you to register by completing an electronic on-line registration application at https://sam.gov.On-line Representations and Certifications can be filled out at this website.
