Description
A qualifying veteran has been approved for the acquisition of equipment needed to help establish or enhance his self-employment to operate effectively, fulfill client obligations, and sustain investigative services. Absent this equipment, his capability would be significantly impaired and potentially jeopardize the success and viability of the business. Collectively, all items identified will be used to accomplish the following tasks: Conduct technical surveillance countermeasures (TSCM) operations, Perform stationary covert surveillance in outdoor environments, Conduct elevated covert surveillance in areas such as, but not limited to parking lots, job sites, or public areas, Perform discreet, ground-level surveillance in outdoor or landscaped areas, Conduct mobile video surveillance and documenting interviews or site visits, Allow handheld or body-worn use of equipment during covert surveillance during field operations, Body-worn use during covert surveillance during field operations, Accomplish high-quality evidence collection and detailed photo documentation, Process high-resolution surveillance and investigative videos, photos, operate multiple virtual machines for forensic analysis and secure environments, and support high-performance computing tasks integral to case reporting and operational continuity, Conduct mobile and field surveillance where stability and clarity of video footage are critical, and Conduct aerial surveillance, property documentation, accident scene mapping, and search operations. The Veterans Administration (VA) strives to source and do business with vendors which are certified as Service-Disabled Veteran Owned Small Businesses (SDVOSB) by the Small Business Administration or a VSOB. In order to be eligible for award of a government contract, a vendor must be registered in and have an active accessible profile in the government s System for Award Management (SAM.gov). Interested vendors shall clearly state their size classification (e.g., SDVOSB, VOSB, etc.) for the anticipated NAICS code and ensure that information coincides with their current SAM.gov profile. The North American Industry Classification System code identified for this requirement is 339999 All Other Miscellaneous Manufacturing (due item diversity) and product service code (PSC) 6710 Cameras, Motion Picture (due to type items propensity). Quotes from vendors are not requested and if submitted will not be reviewed or evaluated. Responses will help the government what breadth of solicitation will most likely lead to achieving competition and must be submitted by 2:00 PM, Wednesday, 6 May 2026. They may be posted to SAM.gov or sent directly to the contract specialist at email: harrison.carter@va.gov.
