Description

The Naval Air Systems Command (NAVAIR), Patuxent River, MD, intends to enter into sole source negotiations and subsequently award a Cost Plus Fixed Fee (CPFF) Level of Effort (LOE) contract modification with Northrop Grumman Corporation (NGC) [San Diego, CA] to conduct various Trade Studies under contract N00019-19-C-0008 Contract Line Item Number (CLIN) 0405 for potential design changes in support of the Triton MQ-4C. Contract award is anticipated for the fourth quarter of fiscal year 2026. The anticipated period of performance will be for approximately 36 months. This requirement will be procured on a sole source basis under the statutory authority of 10 U.S.C. 3204(a)(1) as implemented by Federal Acquisition Regulation (FAR) 6.103-1, only one responsible source and no other supplies or services will satisfy agency requirements. NGSC is the sole designer, developer, manufacturer, integrator, and producer of the MQ-4C Triton air vehicles and ground stations. Therefore, NGSC is the only known responsible source possessing the engineering data, technical skills, and requisite knowledge of the design, fabrication, performance, and operational characteristics of the MQ-4C UAS required to perform the necessary efforts. Unless otherwise stated herein, no formal request for proposal or additional written information is currently available. A determination by the Government not to compete is solely within the discretion of the Government.
