Description

Air Force Installation Contracting Center (AFICC) 338 ESS, JBSA-Randolph, TX is conducting an acquisition for Survival, Evasion, Resistance, and Escape (SERE) Support Services re-competition. This is a solicitation to provide non-personal services for SERE at Fairchild AFB, WA and JBSA-Lackland AFB, TX. The 338th Enterprise Sourcing Squadron (338th ESS) is seeking sources to provide Survival, Evasion, Resistance, and Escape (SERE) training support services for the 336th Training Group (TRG). Training will be held at Fairchild Air Force Base (AFB), Washington and Joint Base San Antonio (JBSA) ? Lackland, Texas. Training to be provided includes, but is not limited to, Advanced SERE Skills Training Course (SV97A), Long-Term Survival and Evasion Course (SV98A), Emergency Parachute and Water Survival Training Course (SV85A), Underwater Egress Training (SV84A), SERE Specialist Training Orientation Course (SV70A), and Evasion and Conduct After Capture (ECAC, SV88AL). Instructional support of all courses offered or managed by the United States Air Force (USAF) SERE School may be within the scope of this contract, regardless of location. Therefore, it is hereby determined to procure the requirement as a non-commercial, non-personal services acquisition utilizing the policies and procedures in FAR Part 15, Contracting by Negotiation. A single Firm-Fixed-Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract is anticipated. Period of Performance: The Government contemplates a four (4) year basic ordering period beginning 01 January 2027 ? 31 December 2030 (includes a one (1) month Mobilization: Phase In/Phase Out Period from 01 January 2027 - 31 January 2027).This will be an electronic solicitation release. No hard copies will be mailed. Solicitation, amendments, and other miscellaneous documents will be posted. It is the responsibility of each Offeror to review the web page for notice of amendments, updates, or changes to current information. This requirement will be conducted as a total Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside competitive acquisition. A source selection will be conducted at AFICC 338 ESS, JBSA-Randolph, TX in accordance with (IAW) Department of Air Force Federal Acquisition Regulation Supplement (DAFFARS) 5315, Contracting by Negotiation and DAFFARS Mandatory Procedures 5315.3, Source Selection. Contact with Government personnel other than the POCs listed below by a potential Offeror or their employees regarding the acquisition is strictly prohibited. In order to be eligible for award, registration under the correct North American Industry Classification System (NAICS) code in the SAM database is required. To register, go to https://www.sam.gov. The NAICS code for this solicitation is 611519. The small business size standard is $21 million. There will be no public bid opening. Directions for proposal submission will be included in Section L. Section L and M were also updated. Section L required updates to paragraph L.3.3 to change the basic ordering period from 5 to 4 years. The sub-paragraphs were also updated to remove any mentions of options. Section M paragraph M.4. and sub-paragraphs were updated to remove any mentions of options. All other information and documents remain unchanged. Please acknowledge the original solicitation and any amendment as they come out. A copy must be provided with your proposal.****
