Description
The 9th Contracting Squadron (9 CONS) at Beale AFB, CA intends to award a sole-source contract to Prometheus Security Group Global for the procurement, configuration, and installation of eight (8) Video Image Control and Display System (VICADS) personal viewer workstations (Part Number: 10-20000-001). This acquisition is necessary to ensure complete compatibility with upgraded system infrastructure and maintain installation situational awareness. The acquisition will utilize commercial product procedures under FAR Part 12. This acquisition is being conducted under the authority of FAR 6.103-1, which permits sole-source acquisitions when there is only one responsible source and no other supplies or services will satisfy agency requirements. A Justification and Approval (J&A) has been prepared to support this action in accordance with FAR 6.104. Background: The 9th Security Forces Squadron (9 SFS) relies on Video Image Control and Display System (VICADS) equipment to maintain continuous operational awareness at critical installation command and control facilities. The current viewer stations are reaching end-of-life and must be modernized to ensure compatibility with a scheduled VICADS head-end server upgrade. The procurement and installation of new, compatible workstations is a critical step to execute the server upgrade and maintain continuous situational awareness for Beale AFB C2 elements. Scope of Work: Prometheus Security Group Global will provide all necessary commercial products, services, and materials to fulfill the VICADS requirement for Beale AFB. Delivery and installation are expected within 60 Days After Receipt of Order (ARO). The scope includes: Delivering eight (8) complete, commercially available VICADS Personal Viewer Workstations, Tower, Windows 10 (Part Number: 10-20000-001). Ensuring all workstations are pre-programmed, staged, and configured for seamless integration with the upgraded VICADS 4.3.5 System head-end servers and the MCDean VICADS IBDSS-Next system architecture. Coordinating all installation activities with the 9th Security Forces Squadron and the on-site MCDean technician. Properly removing and disposing of all legacy viewer equipment. Place of Delivery: The equipment will be delivered FOB Destination to the 9th Security Forces Squadron (9 SFS) at Beale AFB, CA BLDG 25470. Workstations will be installed at various designated command and control facilities across the installation. Exact installation locations and coordination details will be securely provided to the contractor upon award. Sole-Source Justification: This acquisition is being conducted as a sole-source award. Prometheus Security Group Global is the only responsible source identified during comprehensive market research capable of meeting the Government�s stringent technical and operational requirements due to the following: The VICADS system is a proprietary system, and full integration requires access to proprietary software and hardware configurations available only through the Original Equipment Manufacturer (OEM) or their specifically authorized distributors. Compatibility with the MCDean VICADS IBDSS-Next system architecture and the new VICADS 4.3.5 head-end servers cannot be guaranteed by other sources in accordance with FAR 6.103-1. Comprehensive market research included a Request for Information (RFI) distributed to 112 vendors via GSA eBuy, which yielded zero (0) vendor responses. Further evaluation confirmed Prometheus Security Group Global as the sole authorized provider capable of supplying the required proprietary VICADS equipment via a GSA schedule. Response Instructions: This notice of intent is NOT a request for competitive quotations. However, interested parties may submit a capability statement to demonstrate their ability to fulfill this requirement. Capability statements must include clear and convincing evidence of the following: Status as an authorized distributor and integrator for the MCDean VICADS product line. Ability to provide brand new, unused workstations (Part Number: 10-20000-001) that are 100% compatible and fully integratable with the VICADS IBDSS-Next system architecture and new VICADS 4.3.5 System head-end servers. Ability to meet all specific requirements, including pre-programming, on-site installation, and coordination within the 60-day ARO timeline. The Government will consider all responses received by the deadline of 12 June 2026, at 10:00 AM PDT. A determination by the Government not to compete this proposed contract action is solely at the discretion of the Government.
