Description

UPDATE: Solicitation Amendment 0001, to extend the solicitation close date from 12 June 2026 to 19 June 2026 has been issued, effective 5 June 2026. Additionally, the posting of additional Interested Vendor Q&As as of 5 June 2026. UPDATE: Interested Vendor Q&As Posted 2 June 2026. This is a combined synopsis/solicitation for commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation number W9132T26RA003 is issued as a request for proposal (RFP) by the U.S. Army Engineer Research and Development Center (ERDC), Construction Engineering Research Laboratory (CERL). The requirement is for developing Micro-Computer Aided Cost Estimating System 2nd Generation (MII) project item assemblies and associated data artifacts in support of the Enterprise-SMS (E-SMS) program over a five (5) year ordering period by utilizing a Single Award Task Order Contract (SATOC), Indefinite Delivery Indefinite Quantity (IDIQ) contract vehicle. Please reference the attached solicitation and all attachment documents for full detail of the requirements, for detail on the information required in a proposal submission under this solicitation, and for all applicable provisions and clauses. This acquisition is a total set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. INTERESTED VENDOR Q&A: Interested parties may submit questions requesting clarification of the contents of this solicitation by emailing the Mr. Booker Jordan, Jr., CERL Contract Specialist, at CERL-CT-QUOTES@usace.army.mil. In the email Subject Line, reference Solicitation W9132T26RA003. The ERDC Contracting Office will post answers to any questions received and/or process solicitation amendments if necessary based on questions received not later than 10-calendar days prior to the due date of proposals. No phone calls will be accepted.
