*****SOURCES SOUGHT FOR MARKET RESEARCH PURPOSES ONLY**** W912GB26RA020 Sources Sought Announcement for FY26 Renovate B4502, Mainz-Kastel Station The purpose of this Sources Sought is to gain knowledge of interest, capabilities and qualifications of contractors who have the capabilities to complete a project of similar magnitude and scope. The Government must ensure there is adequate competition among potential pool of responsible contractors. Prior Government contract work is not required for submitting a response under this Sources Sought announcement. 1. AGENCY: United States Army Corps of Engineers (USACE) Europe District (NAU) 2. NAICS: 236220 Commercial and Institutional Building Construction 3. PLACE OF PERFORMANCE: Mainz-Kastel, Germany 4. ANTICIPATED PROJECT TITLE: FY26 Renovate B4502, Mainz-Kastel Station 5. ACQUISITION INFORMATION: USACE NAU anticipates soliciting and awarding a stand-alone contract for the renovation of an Army�s Command and Control Facilities (C2F) building using design-bid-build procedures. The magnitude of construction is between $25,000,000 and $100,000,000. The construction completion period is anticipated to be 1,820 calendar days after the contractor receives the Notice to Proceed. This acquisition will be solicited for full and open competition (unrestricted). Small and Small Disadvantaged Business requirements are waived for this project due to its location Outside of the Contiguous United States (OCONUS). 6. PROJECT DESCRIPTION: This project will repair Building 4502 (B4502) to be effectively used as Echelon Above Brigade Headquarters (EAB) administrative space to support US Army Europe Deterrence Package 2 (DP2) missions for command, intelligence, mission support, and security organizational infrastructure located at Mainz Kastel Station. 7. SUBMISSIONS: Responses to this Sources Sought notice shall be limited to five pages and shall include the following information: Firm�s Name, address(es), English speaking point of contact, phone number and e-mail address. Firm�s interest in proposing on the solicitation when it is issued. Firm�s Cage Code and DUNS number. Evidence of Bonding Capability: Name of Surety, Single and Aggregate Contract Amounts Firm�s capability to perform contract(s) of this magnitude and complexity within the past six years to include the following information: Brief description of projects to include location (no more than five projects) Customer name Timeliness of performance Customer satisfaction Dollar value of the project Firm�s Joint Venture information or Teaming Arrangements they anticipate using for this project, if applicable Responses to this Sources Sought is not intended to be a Request for Proposal nor Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. It is to request statements regarding the company's ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities Statement. Submission of a Capabilities Statement is not a prerequisite to any potential future offerings, but participation will assist the USACE NAU in tailoring requirements to be consistent with industry capabilities. This Sources Sought is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. 8. SUBMISSIONS DUE: All interested contractors should submit responses via email by 4 December 2025 at 1100 CET.
