****RFQ AMENDMENT P00003 IS FOR THE DISTRIBUTION OF CONTRACTOR QUESTIONS AND ANSWERS AND REVISE THE PERFORMANCE WORK STATEMENT (PWS). THE RFQ CLOSE DATE IS NOVEMBER 6, 2025. **** RFQ AMENDMENT P00002 MOVED THE RFQ CLOSE DATE WHILE THE GOVERNMENT WORKS TO ANSWER CONTRACTOR QUESTIONS. **** RFQ CLOSE DATE TENTANTIVELY MOVED TO OCTOBER 29, 2025 TO ALLOW FOR TIME TO POST ANSWERS TO QUESTIONS. FINAL RFQ CLOSE DATE WILL BE 2 WEEKS AFTER ANSWERS ARE POSTED. Note: A revised PWS will be provided with updated dates in Section 10 of the PWS when an amendment to the RFP is completed to distribute the Question and Answers. A bridge effort is being pursued to allow adequate time to evaluate proposals submitted to this solicitation. **** RFQ AMENDMENT P00001 MOVED THE RFQ CLOSE DATE WHILE THE GOVERNMENT WORKS TO ANSWER CONTRACTOR QUESTIONS. The objective of this requirement is to provide solution definition, software development, testing, integration, production support, and expertise for IDEAS and the Data Integration Layer. This includes providing support and expertise for: DoD Business Enterprise Architecture, Telecommunications Contracting, System Integrations, Data Warehousing, transactions occurring between systems, user training, governance documentation, data migration support (e.g., import/export, scripting) and reporting capabilities to the IDEAS Government Acquisition System built on the Appian Platform. IDEAS software development support shall include all phases of the Software Development Lifecycle (SDLC), including concept development, planning, requirements definition and analysis, systems design and development, coding and testing, deployment, implementation, integration, troubleshooting, security posture, documentation, and software application maintenance necessary to sustain and/or modify the system baseline. Responsibilities include managing the IDEAS� code baseline as it interacts with users, the hosted environment, and external systems. The IDEAS baseline may change because of changes to Laws, Regulations and Policies (LRPs), End to End architectures (e.g., P2P), Operational Activities (OAs), contracting processes, user preference, latent defects, change requests, security requirements, or to accommodate new releases of the COTS products used by the system (e.g., Appian BPM, Red Hat Linux, Web Logic, Apache, etc.) or expansion of the types of business processes supported by IDEAS. **INSTRUCTIONS** Communications with anyone other than the Contracting Officer and Contract Specialist are prohibited. Those contractors interested in proposing as a prime contractor or teaming with a prime contractor on this effort and desiring to provide value added feedback on the RFP must submit written questions regarding the documents using the Excel document provided, �Attachment 8, Questions and Answer". Questions are due no later than 12:00PM CT on August 28, 2025. When submitting questions/comments/concerns please do not include an overview of your company/business, please do not restate how your company/business can complete the task differently or better. The Government will only be seeking proposals from Appian Corporation or Active Appian Acquisition Accredited Partners. Justification and Approval was provided in the pre-solicitation notice.
