Description

The solicititation associated with this pre-solicitation notice was posted via GSA eBUY on 4 March 2026 under HT001125RE034. The Defense Health Agency Contracting Activity in Falls Church, VA intends to procure Clinical Quality Management (CQM) Support Services. This requirement will be solicited as a competitive 8(a) via the General Services Administration (GSA) Advantage e-Buy online tool. The Government anticipates the award of a single firm fixed-price contract for a period of 12 months plus four (4) 12-month option periods, with the option to extend up to six months. This is a non-personal service contract to provide specialized CQM support to the Defense Health Agency CQM branch. The objective is to provide specialized expertise in healthcare risk management and clinical measurement; specialized expertise in performance improvement, accreditation and compliance, credentialing and privileging, clinical measurement, and clinical quality/safety will be needed for any surge related requirements. The CQM services includes operational support to include analytical, programmatic, technical, healthcare management and execution support to the CQM Branch programs. The NAICS code for this requirement is 541611 with a Small Business Size Standard of $24.5M. This notice is provided in accordance with FAR Subpart 5.201 and FAR 5.204 for the purposes of publicizing this proposed action and is not to be considered a request for proposal (RFP). All responsible 8(a) businesses may submit a proposal for consideration in response to the final RFP, when it is solicited. It is anticipated that the RFP will be posted under solicitation number HT001125RE034 and issued for a minimum of 30 days. AN ESTIMATED DATE OF THIS POSTING WILL NOT BE PROVIDED. INTERESTED VENDORS MAY MONITOR GSA e-Buy FOR UPDATES. Once the RFP is issued, it is imperative to review the site frequently for any updates and /or amendments. In order to be considered for award, prospective offerors must register in the System for Award Management (SAM) and obtain a Commercial and Government Entity (CAGE) code prior to any award being made. Paper copies of the RFP will not be physically issued, and telephone and faxed requests for the RFP will not be accepted. The Government will not accept or respond to any questions in response to this pre-solicitation notice, that includes questions received via email and/or telephone. A period for questions will be provided once the RFP is issued via GSA e-Buy. Any questions received as a result of this notice will be provided a response via an amendment to the RFP and issued via GSA e-Buy.
