Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The Naval Surface Warfare Center, Indian Head Division (NSWC IHD) intends to award a Firm-Fixed Price (FFP) purchase order using Simplified Acquisition Procedures for: Improved Outer Tactical Vests (IOTV) and armor plates. This solicitation will be competed as a Small Business Set-Aside. This announcement constitutes the only solicitation. Quotes are being requested under Request for Quotation (RFQ) no. N00174-26-Q-1049. The NAICS code is 339999 and the business size standard is 550. The provisions and clauses included and/or incorporated in this solicitation document are those in effect through the Federal Acquisition Circular. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular FAC 2020-01 and the Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20190531. This equipment has tested results that meet or exceed the U.S. Military and National Institute of Justice (NIJ) performance standards. Delay in procurement will negatively impact the Chile Armed Forces mission and could result in loss of life or severe injury. Requirements: Quantity (2) - Improved Outer Tactical Vests (IOTV) Multi-Cam, Size Large, that consist of 1 Front & Back Carrier for Ballistic Inserts, Front/Back Yoke & Collar Assembly, 2 Deltoid/Bicep Protector Assemblies, 2 size 6"x8" Side Plate/Pocket Assemblies, Lower Back Protector Assemblies, Groin Protector Assembly, 2 Side Plate Carriers with Ballistic Panel Quantity six (6; 3 pairs) Level IV NIJ 0101.06 Certified ESAPI Ballistic Plates Size Large for insertion in the Size Large IOTV. (Chile CI-P-BAK) Quantity (1) - Improved Outer Tactical Vest (IOTV) Multi-Cam, Size Extra-Large, that consists of 1 Front & Back Carrier for Ballistic Inserts, Front/Back Yoke & Collar Assembly, 2 Deltoid/Bicep Protector Assemblies, 2 size 6"x8" Side Plate/Pocket Assemblies, Lower Back Protector Assemblies, Groin Protector Assembly, 2 Side Plate Carriers with Ballistic Panel. Quantity four (4; 2 pairs) Level IV NIJ 0101.06 Certified ESAPI Ballistic Plates Size Extra Large Quantity (3) - Improved Outer Tactical Vests (IOTV), Multi-Cam Size Medium, that consist of 1 Front & Back Carrier for Ballistic Inserts, Front/Back Yoke & Collar Assembly, 2 Deltoid/Bicep Protector Assemblies, 2 size 6"x8" Side Plate/Pocket Assemblies, Lower Back Protector Assemblies, Groin Protector Assembly, 2 Side Plate Carriers with Ballistic Panel. Quantity two (2; 1 pair) Level IV NIJ 0101.06 Certified ESAPI Ballistic Plates Size Medium for insertion in the Size Medium IOTV. (Chile CI-P-BAK) Delivery: 30 Days (After Date of Contract) This should support FMS Chile, CI-P-BAK. Market research was conducted in March 2026. Evaluation Factors The following factors will be used to evaluate quotes. The factors are listed in descending order of equal importance. All non-cost factors, when combined, are more important than cost; however, cost becomes more of a deciding factor of importance when Offerors receive similar ratings for the other factors.
