This notice is for informational purposes only and does not constitute a solicitation. No proposals are being requested at this time. No response is required at this stage. Description NASA Johnson Space Center (JSC) intends to issue a Request for Proposal (RFP) for the Johnson Space Center Multiple Award Construction Contract (JMACC). This acquisition will establish a Multiple Award, Firm-Fixed-Price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) contract vehicle to support a broad range of construction-related services at JSC and the White Sands Test Facility (WSTF). These efforts are funded under the Big Beautiful Bill Act (H.R.1, Public Law No: 119-21), which provided JSC with $300 million specifically for center infrastructure improvements. The JMACC will provide rapid and flexible execution of construction, revitalization, recapitalization, and infrastructure improvement projects. The scope of work under the JMACC includes, but is not limited to: � General construction � Alteration, modification, and renovation of existing facilities � Maintenance and repair of buildings and infrastructure � Demolition of structures and facilities � Design-build services � New construction of buildings, facilities, and real property Contract Information Type: Multiple Award IDIQ (May award fewer or more than four (4) IDIQ contracts if it is in the Government�s best interest.) Estimated Ordering Value: Minimum $5,000 � Maximum $300,000,000 Set-Aside: N/A - Unrestricted Full and Open Period of Performance: 3-Year Base + Option to Extend Services for 6 Months (FAR 52.217- 8) Anticipated Solicitation Release Date February 6, 2026. The solicitation will be posted on SAM.gov under Contract Opportunities. Representative Projects The following is a non-exhaustive list of representative projects that may be procured under the JMACC. These examples are provided to illustrate the general types of constructionrelated work that fall within the scope of this contract: � Engineering Consolidation, Phase 1A � This will be the Seed project for JMACC and used as the basis for evaluations. EA Phase 1A will be awarded to the IDIQ holder who represents the Best Value to the Government. � Engineering Consolidation, Phase 1B � Replace Electric Chillers, Building 24 � Replace Electric Chillers, Building 28 � Upgrade Cooling Tower Capacity, Building 24 � Replace Boilers, Building 24 � New Campus Chilled Water Filtration/Treatment System (Buildings 24 & 28) � Replace Building Transformers and Line Switches � Replace Electrical Feeders � Replace Potable Water Tie-ins for Buildings � Replace Failed Air Handling Units (AHUs) � Replace Chilled Water Systems, Building 30 Evaluation Approach Awards will be made using a Best Value Performance Price Trade-Off (PPTO) process. Complete details of the evaluation factors are provided in the attachment included with this pre-solicitation synopsis. Technical Acceptability will be evaluated on a Pass/Fail basis (SAM registration, bonding capacity, schedule compliance). The evaluation factors are Price and Past Performance, with Past Performance being significantly more important than Price. Industry Engagement A Pre-proposal conference and Site Visit may be scheduled. Details will be provided in the solicitation.
