Update 10/21: Amendment 0001 has been added to the Attachments section. The amendment extends the due date for proposals to 11/7. The Administrative Office of the United States Courts (AO) has a mission to support the federal judiciary (judiciary) and the public it serves by providing various services and support functions to the courts and organizations that are part of the judiciary. For this requirement, the AO's Department of Technology Services (DTS) Systems Development and Support Office (SDSO) Training Division (TD, collectively, SDSO-TD) has a requirement for a Cyber Range for training purposes. SDSO-TD's mission is to develop and deliver IT training, both in-person and online, for nationally supported technologies and applications to meet the operational needs of judges, court staff, and AO employees. In addition, the SDSO-TD delivers cybersecurity training to the approximately 1000 IT professionals within the Federal Court community. SDSO-TD is looking to enhance the cybersecurity skills of IT personnel through the hands-on use of supported tools and techniques. This request for proposal (RFP) is soliciting responses from qualified vendors (�Offerors�) to provide virtual cyber range services to the SDSO-TD. The cyber range should allow for SDSO-TD trainers to conduct live, virtual training events with congruent operating models supporting custom hands-on training on cybersecurity tools. The specific requirements for the cyber range requirement and information on how to submit a proposal in response to this solicitation can be found in the attachments to this posting. Instructions for proposals can be found in section L of the solicitation, USCA25Q0053. It is important to note that procurement within the federal judiciary is not subject to the Federal Acquisition Regulation (FAR), which applies to most Executive Branch agencies. Judiciary procurement policies are the responsibility of the Procurement Management Division (PMD) within the AO and are issued in the Guide to Judiciary Policy (Guide), Volume 14 (Procurement). Offerors or contractors wishing to find the full text of individual provisions or clauses incorporated by reference in judiciary solicitations and contracts are directed to Appendix 1B of Volume 14 that can be found on the US Courts website (www.uscourts.gov). Questions in regards to this RFQ shall be emailed to magdalena_torres@ao.uscourts.gov and andrew_bunk@ao.uscourts.gov no later than October 14th, at 11:00 am Eastern Time. Questions received after this date may not be answered. Proposals shall be submitted in electronic format and emailed to magdalena_torres@ao.uscourts.gov and andrew_bunk@ao.uscourts.gov, no later than October 24th, at 11:00 am Eastern Time.
