Description

INTENT TO AWARD A SOLE SOURCE. The US Department of Health and Human Services, Office of Acquisition Management Services, on behalf of the Office of the Chief Information Officer (OCIO), intends to issue a sole source award to award a firm-fixed-price purchase order on a sole-source basis to the American Registry for Internet Numbers, Ltd. (ARIN), located at Address: 3635 Concorde Parkway, Suite 200, Chantilly, VA 20151 for the Government-owned IP Address space currently registered under the Agency�s Org ID, in the ARIN registry. This service is required to maintain the legal registration, coordination, and authoritative documentation of the Agency's Internet number resources, which is essential for network operations, security, and global routing. IPv6 internet address ranges for HHS via https://www.arin.net/ so that HHS OCIO could remain compliant with Office of Management and Budget (OMB) Memorandum M-21-07 and support the agency�s continued transition to an IPv6-only environment, as mandated by federal policy. HHS utilizes IP addressing to uniquely identify itself on the internet, allowing its network to communicate with other devices and access online services like email, websites, and cloud storage. The only source for IP addressing in the Americas is the American Registry for Internet Numbers (ARIN). ARIN is the registry for Internet number resources (IPv4 and IPv6 address space and Autonomous System numbers) in the region that includes Canada, many Caribbean and North Atlantic Islands, and the United States. In accordance with Section 2.2 of the Number Resource Policy Manual (NRPM), ARIN issues Internet number resources for use within its region. The period of performance consists of a 12-month base period. This proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 41 U.S.C. 1901, as set forth in Federal Acquisition Regulation (FAR) 12.102(a). The American Registry for Internet Numbers, Ltd. (ARIN) is the only organization authorized by the Internet Assigned Numbers Authority (IANA) to manage and assign Internet number resources (IPv4, IPv6 addresses, and ASNs) within the ARIN Region, which includes the United States. ARIN is the authoritative registry of record for the Agency�s currently held IP address space. Maintenance of this registration is mandatory for compliance with global internet standards and to ensure the Agency's IP addresses remain globally unique and routable. No other source can provide the authoritative registration and renewal services for the Agency�s existing ARIN-assigned IP space. Competition for this service is precluded because of the unique nature of the services provided by ARIN as a Regional Internet Registry (RIR). THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS AND IS FOR INFORMATION ONLY. No solicitation document is available, and phone or e-mail requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice. A determination not to compete this proposed contract based on this notice is within the discretion of the Government.
