REVISED 3-4-2026 Paragraphs 1 and 2 only STATEMENT OF WORK FOR Environmental Testing/Inspection for Jackson VA Regional Office GENERAL DESCRIPTION: Background. The Department of Veterans Affairs Regional Office (VARO) located at 1600 East Woodrow Wilson Ave, Jackson Mississippi, 39216 has an emergency need for environmental testing and inspection at the Regional Office. Potential mold and mildew are causing concerns of health issues to the tenants of the Regional Office. Purpose. The purpose of this Statement of Work is to define the tasks necessary for testing and inspection data for mold and mildew within 86,091 sqft, and to provide air sample data for a mold remediation plan for the Jackson Regional Office. The Period of Performance is fourteen (14) days from award of a purchase order. Objective. In accordance with the terms of this contract, the Contractor shall be required to furnish all necessary tools, labor, materials, supplies, equipment, services, and supervision to accomplish all tasks necessary for the performance of the work set forth in this Statement of Work (SOW). These services include, but are not limited to: equipment delivery, installation, testing, supplies, maintenance, documentation necessary for the successful completion of the work and minimum required test for the square foot of the building. Accuracy of Measurement. The contractor is responsible for the accuracy of all measurements taken for proper testing/inspection of air sampling of total building space. SCOPE OF WORK: Contractor shall perform the following work: Testing and Inspection. An environmental testing and inspection scope of work for mold and mildew typically includes: A thorough visual inspection of the 86,091 sqft facility. Visual assessment conducted to identify visible mold growth, using moisture meters to detect hidden dampness, Collecting air samples from suspected areas, and analyzing these samples in a laboratory to identify the type and concentration of mold present; Collecting an exterior air sample for background levels and baseline assessment. Collecting surface samples via tape lift, swab or contact plate of visible mold to determine specific genus of fungi. � If the assessor deems it necessary. Provide a report detailing the sampling findings, potential sources of moisture, and recommendations for remediation, if necessary, Sampling should provide the ID and concentration of fungi in the air sample for non-viable samples Sampling should include ID and Enumeration of specific fungi present by a culturable sample or� ID and Enumeration of Specific fungi by Quantitive Polymerase Chain Reaction (qPCR). Sampling should be a combination of multiple types of air sampling to gain an overall picture of the entire facility.� REVISED 3-4-2026 Factor 1 only EVALUATION CRITERIA Factor 1 Technical Approach/Qualifications: 1. In a narrative format describe in detail how the offeror intends to meet or exceed all performance areas stated in the solicitation/statement of work/attachments that are related to Environmental testing for the Jackson Regional office. 2. Describe any technical difficulties that may be encountered in a project of this type. 3. Describe specialized experience and technical competence in environmental testing. 4. Describe the offeror s ability to obtain the necessary resources to perform this project. These may include, but are not limited to, funding, sub-contractors, subject-matter experts, consultants, and/or specialized trades. 5. Contractor must be an air quality professional with certification
