Description

The justification for the sole source requirements as follows: In accordance with FAR 6.303-2: (1) Agency and Activity: 356th ETSG (2) Nature of action for approval: Sole Source Acquisition (3) This procurement is for: Trimble Training Services for 513 ERHS at Tinian, CMNI (4) Justification Rationale: IAW FAR 6.302-1(a)(2), one source is capable of fulfilling this requirement due to the proprietary nature of the system equipment and associated parts. (5) Demonstration of Unique Qualifications: Trimble 3D machine control systems are proprietary, and only certified Trimble training partners are authorized to deliver instruction and certification. Trimble is the only vendor capable of providing on-site, DoD compliant training on Tinian within the required time frame. Their trainers are certified by Trimble and have prior experience supporting military construction operations in remote locations. Failure to obtain this training would result in operational delays, increased risk of equipment misuse, and compromised quality in paving operations. No other vendor has the necessary credentials, access to Trimble's proprietary curriculum, or logistical capability to deploy to Tinian. (6) Description of Solicitation Efforts: IAW FAR 5.102(a)(2), this notice will be posted on the Government-wide Point of Entry (SAM.gov) and retained in the contract file to document the rationale for a sole source award. (7) The Contracting Officer's fair and reasonable determination: The pricing for the Trimble Training contract shall be established as fair and reasonable, in accordance with industry standards and procurement best practices. This determination will be based on a comprehensive evaluation of previously proposed pricing models, as well as historical data from prior contracts awarded for the same or substantially similar training services. (8) Description of market research: A sources sought was posted on SAM.Gov on August 21, 2025 for 5 days. (9) Other supporting facts: See J&A (10) Interested Sources: N/A (11) Barriers to Competition: The agency may undertake a range of strategic actions to identify, remove, or mitigate barriers that could impede participation in future procurement opportunities. These actions are essential to ensuring that acquisition processes remain transparent, inclusive, and responsive to evolving market conditions. (12) Certification by Contracting Officer: This justification is accurate and complete to the best of my knowledge.
