UPDATE AS OF October 2 2025: Q&A have been posted, please see attachments/links. This is an On-Ramp opportunity. Solicitation has been reopened to allow new vendors to submit proposals. Amendments issued prior to this amendment are not required to be submitted. Already existing Type 3 MATOC vendors need not to submit anything. The intent of this On-ramp/solicitation and any resultant contract is to obtain helicopters operated by fully qualified and proficient personnel and equipped to meet specifications contained herein. These helicopters will be used in the administration and protection of public lands to supplement the United States Forest Service�s (USFS) natural resources and wildland fire management programs. Missions will include, but are not limited to, fire suppression, fire monitoring, initial attack, prescribed fire and aerial ignition, short-haul, rappel, law enforcement limited to non-threatening surveillance, reconnaissance, and other administrative and related resource activities. Any questions pertaining to this notice shall be emailed to Jermain Compton at Jermain.compton@usda.gov no later than 12PM noon, Mountain Standard Time, October 1, 2025. The information provided in this cover letter is not intended to be construed differently from the information in the solicitation. Should an apparent conflict in the interpretation exist, the information in the RFP shall take precedence. Offerors must submit a notice of intent to submit a proposal to: Jermain.compton@usda.gov by 15 October 2025 by 12PM Noon, Mountain Standard Time. The offeror will then receive a link to upload their proposals by 31 October 2025 by 12PM Noon, Mountain Standard Time. Please see 1202SA22R9203 Amendment 0012 and Pricing Workbook T3_xx_xx9_3_2025_OnRamp for Amendment 0012 updates. New Offorors shall submit Pricing Workbook T3_xx_xx9_3_2025_OnRamp with proposal as shown in E.10.
