Description
Under the authority of Federal Acquisition Regulation (FAR) Part 12.102, Restricting competition. The objective of this requirement is to provide the US Army Corps of Engineers, Los Angeles District (SPL) licensing for ProjNet Bidder Inquiry. It is the intent of the Government to award a sole source service contract to the National Institute of Building Sciences for ProjNet Bidder Inquiry. ProjNet Bidder Inquiry coordinates all bid-related communications, including bid inquiries, technical subject matter expert review and evaluation, and project manager replies. Keyed-secure entry ensures that owners and bidders can conduct confidential bid deliberations within ad hoc forums that they create. The ProjNet-Bidder Inquiry platform provides SPL a single permanent repository to receive and provide responses to inquiries during the acquisition phase and assures no loss of inquiries. THIS IS NOT A FORMAL SOLICITATION. This notice is not considered a Request for Quotation or Proposal. No solicitation document is available, and telephone requests for a copy of the solicitation will not be honored. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Only responses received within 7 days will be considered. If no affirmative written response is received, the service contract will be awarded without further notice. The Government has deemed that this service is only available from one source as competing the requirement would result in unacceptable delays in fulfilling the agency requirements. A determination by the Government not to compete this proposed requirement is based upon the fact the National Institute of Building Sciences meets the requirement as dictated under FAR Part 12.102(a).Award of this service contract will be based upon the possible responses to this notice and is solely within the discretion of the Government.
