Description
The Los Angeles District, U.S. Army Corps ofEngineers is seeking to lease a minimum of5,500 net/usable to a maximum of 6,178gross/rentable square feet (gross squarefeet to include any common area factor), ofexisting Class A or B retail space, in the SimiValley, CA, within the defined Delineatedarea (DA) boundaries below: North - South - East - West - The Government�s desire is for a full-servicelease of Retail space for an Armed ForcesCareer Center for a term not to exceed five(5) years with Government termination rights. Offered space must meetGovernment requirements per the terms ofthe Government Lease. Interested respon-dents may include building owners andrepresentatives with the exclusive right torepresent building owners. Representativesof building owners must include the exclu-sivity agreement, representation letter, list-ing contract or other executed agreementgranting the exclusive right to represent thebuilding owner with their response to thisadvertisement. Adequate mass transit (buses, trains, railcars) for the public within three walkingblocks is highly desired. REQUIRED Spaces MUST offer both a primary and asecondary point of ingress/egress. Lighted, non-exclusive or reserved on-site parking for sixteen (16) marked gov-ernment owned vehicles must be pro-vided for on 24 hours 7 days a week ba-sis. Additional lighted parking must beavailable during business hours, week-ends and holidays, for approximately 5employee vehicles and visitors/recruitcandidate parking. Must use the Government Lease. The military services shall have the rightto use space beyond normal workinghours and, if required, on Saturdays,Sundays, and Federal holidays. This in-cludes the use of elevators, lights, toiletfacilities, and, if necessary, heating andair conditioning. Armed Forces Recruiting Facilities areonly located in defined geographical ar-eas that contain businesses and otherestablishments that are of a compatiblenature. Under no circumstances will bethese facilities to be in areas where sex-ually oriented businesses, bars, night-clubs, liquor stores, smoke shops, marijuana dispensaries etc. or other busi-ness that produce injurious odors de-tectable with the leased spaces.Placement near these establishmentscan hamper overall production of theoffice or cause concern for the safety ofthe personnel stationed there and theirvisitors. Lessors are required to be registeredand active in www.sam.gov prior to thedeadline for final offer submission. Proposals are due no later than 5:00 pm(PST) on June 5, 2026. Responses should include: Building name and address As-built floor plan drawing Digital photo of street view of property Area (BOMA rentable square feet &BOMA usable square feet) Rental rate per square foot rentablespace to include (CAM, Taxes andinsurance) Common area factor(s) for availablespace, if applicable Following are the factors that will be con-sidered when evaluating bids/offers: Location Ability to meet all construction specifi-cations, security measures and leaserequirements Complete initial and final offers must bereceived by defined deadline Competitive costs in the best interest ofthe government Retail Space to Lease -Fountain Valley, CA Qualitative ratings by client for mission Additional Notes: Three (3) construction bids for the build-outare requested. After a bid is accepted, nochange orders are authorized, so bids need to be accurate and complete (including alltaxes and fees). Special attention should begiven to security requirements (video entrycontrol system, closed circuit television sys-tem and video recording, dual roller shadeson exterior windows, fixed panel shade onexterior entry door and peep hole in sec-ondary exit, perforated window wrap), frag-mentation film on exterior windows/glassdoors, telecommunication wiring require-ments, addition of water fountain, signage,paint, wall graphics, phone jacks, electricaloutlets, and spec'd carpet squares. Theseare items that can add a significant cost andmay be overlooked in the bid process; how-ever, all items in the specifications need tobe followed, even if code does not requirethe item (i.e., smoke detectors, fire extin-guishers, etc.). Bids shall include any tear down/haulaway expenses. The attached floor plan is to be used asa generalized idea and reference tool forproximity of amount of useable spacethis location will require for build out inboth office space and common areaspace. Submitted floor plans must meetthe space requirements as designatedon attached example. It is mandatory that janitorial servicesbe included in the lease (lessor respon-sible for contracting these services).
