TITLE OF PROJECT: Construction Services for the Colombia Land Port of Entry (LPOE) Border Roadway Improvement & Construction (BRIC)/Paving Project, Laredo, TX DESCRIPTION OF PROPOSED WORK: The U.S. General Services Administration (GSA) Greater Southwest Region, Acquisition Management Division, Capital Investment Program is seeking construction services for pavement repair or replacement at the Colombia Land Port of Entry (LPOE). The project site is located in Laredo, TX on the U.S. - Mexico international border separating Laredo, TX and Anahuac, Nuevo Leon, MX. This Colombia LPOE paving project is to address approximately 470,000 square feet (sf) of pavement designated for replacement and rehabilitation of concrete and asphalt paving, in addition to vehicular traffic lanes, shoulders and parking replacement. The project will also include surface reconstruction, joint seals, crack seals, jointed reinforced concrete pavement (JRCP) patching, and earth embankment stabilization. Pavement replacement will require removal of existing concrete & base material and will include both surface reconstruction and complete reconstruction of depths between 10 and 13 inches. In addition, the project will require traffic control; this is to address removing lanes from service while maintaining adjacent lanes in service along the same route(s), modifying direction of traffic flow, adding temporary pavement and maintaining access to at least 2 docks at all times. The contractor shall provide all materials, labor, tools, equipment and daily supervision to accomplish tasks as outlined in contract documents. Contractor is also responsible for all necessary safety measures. This Colombia LPOE BRIC project is a small business set-aside. The NAICS code is 237310 (Highway, Street, and Bridge Construction); the current small business size standard is $45 million. It is anticipated that this project will take approximately 360 calendar days to complete. Award of any resulting procurement will be based on FAR Part 15 competitive proposals, using a best value trade-off methodology. GENERAL CONSTRUCTION REQUIREMENTS: The construction cost is estimated to be between $20,000,000 and $30,000,000. LOCATION OF THE WORK: Colombia Land Port of Entry, Termination SH-255, Laredo, Texas 78040. THIS PROCUREMENT IS A SMALL BUSINESS SET-ASIDE FOR AWARD TO SMALL BUSINESS FIRMS. AMENDMENTS TO SOLICITATION: It is the offeror's responsibility to monitor SAM.gov for the release of any amendments. IMPORTANT DATES: 1. VIRTUAL PRE-PROPOSAL CONFERENCE: October 6, 2025 at 2:30 p.m. CT. 2. SITE VISIT: October 7, 2025 at 10:00 a.m. CT NOTE: All offerors who would like to attend the pre-proposal conference and/or site visit/walk will need to email the attendee(s) name, company name, attendee(s) email address and phone number to temica.stewart@gsa.gov and adena.alarcon@gsa.gov of those planning on attending to receive a meeting invite (Google Meet) to the meeting. Those who are planning to attend the site visit at the Colombia LPOE, will have to also provide their date of birth, last four of social security number, driver�s license�s number and state issued. The additional information provided will be submitted to U.S. Customs and Border Protection (CBP) to run a background check and must be submitted to the email addresses above no later than October 2, 2025 at 3:00 p.m. CT. 3. PROPOSAL DUE DATE: November 4, 2025 at 3:00 p.m. CT. NOTE: The 100% Design Drawings, Specifications and Narrative documents are not included with this posting due to the file size. Therefore, they must be retrieved via the Google Drive. Please see Attachment 1 for instructions on creating a GACA account and send an email to temica.stewart@gsa.gov to request access to the design and specification documents. 9-27-25 - NOTE UPDATE: This posting has been updated to include the 100% Design Drawings, Specifications and Narrative documents, as well as the reference documents listed in the solicitation.
