Description
Marine Corps Installations-National Capital Region (MCI-NCR), Regional Contracting Office (RCO), Quantico, VA hereby gives notice of intent to award a delivery order to Sofware Information Resource Corporation (CAGE Code: 1PQ53) on a sole source basis in accordance with the Federal Acquisition Regulation (FAR) Subpart FAR 19.107-3, Sole Source Awards to a certified Women-Owned Small Business (WOSB). The award will also be to a mandatory source via the National Aeronautics and Space Administration�s (NASA) Solutions for Enterprise-Wide Procurement (SEWP) via the Department of Defense Enterprise Software Initiative (DoD ESI) Blanket Purchasing Agreement (BPA) for Atlassian products, in accordance with DFARS 208.74, Enterprise Software Agreements and DFARS PGI 208.7403, Acquisition procedures. This procurement is to provide Atlassian Confluence Datacenter Software with related applications with a license period of 12-months. The applicable NAICS Code is 541519 - Other Computer Related Services. Market research has revealed this contractor is the only WOSB source capable of providing the required items via a mandatory source Therefore, the government intends to procure this requirement on a sole source basis. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. A solicitation document will not be issued and quotations will not be requested. However, all responsible sources may submit a capability statement, which, if received by the due date of the publication of this notice will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government. Responses shall be emailed to David Laster at david.laster@usmc.mil no later than 23 February 2026, 09:00 AM Eastern Time. Late responses will not be considered.
