NASA is seeking to procure Adobe subscriptions through a Single- Award BPA to provide Adobe software products, associated maintenance, and related services to support specific projects and systems.

Amendment 6 Updates to Pricing Exhibit - Strikethrough info in red on Pricing Instructions tab and strikethrough two Professional Services items at bottom of the BPA Pricing Model tab. These items will not be included in the BPA. Amendment 5 Three documents uploaded for changes to the Technical Factor and Evaluation Criteria in the RFQ document and to Pricing Exhibit, Pricing Instructions tab regarding two Professional Services items on the BPA Pricing Model tab. Amendment 4 Document added for extending the RFQ closing date to 10/24/2025. Amendments 2 and 3 Documents were added for both of these amendments to the solicitation. Amendment 1 Extended RFQ to 10/10/2025 and attached Enclosure 4 - Adobe Pricing Exhibit_Amend1 to be used for providing pricing data. Adobe GPE Combined Synopsis/Solicitation This notice is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quoters are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) under solicitation number 80TECH25QA030 for a Brand Name Single Award NASA Adobe Blanket Purchase Agreement (BPA). The provisions and clauses in the RFQ are those in effect through FAC 2025-5 current FAC which can be obtained from https://www.acquisition.gov/browse/index/far This acquisition is a Brand Name Full and Open Competition. The NAICS Code and Size Standard are 513210 and the small business size standard is $47M average annual receipts. The quoter shall state in their quote their size status for this acquisition. All responsible sources may submit an offer which shall be considered by the agency. Delivery is to any NASA Center, component facility, or Contractor leased facility and will be identified in each call order. Quotes for the NASA Adobe BPA are due by the time specified in this SAM.gov posting and must include, solicitation number, discount/payment terms, taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. The Government will award a BPA resulting from this solicitation to the responsible Quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Evaluation criteria is provided in Enclosure 3, Evaluation Criteria. The Government intends to award a Single-Award Blanket Purchase Agreement (BPA) resulting from this RFQ to the lowest price technically acceptable Quoter following the Evaluation Criteria with the RFQ. All quoters shall include a completed copy of FAR 52.212-3, Offeror Representations and Certifications -- Commercial Products and Commercial Services, (MAY 2024) Alternate I (FEB 2024) and all provisions provided in Enclosure 5 with its quote or complete all required electronic annual representations and certifications at SAM.gov. FAR 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, (NOV 2023) is applicable. Addenda to 52.212-4 is provided in Enclosure 1, BPA Terms and Conditions. The Quality Assurance Surveillance Plan (QASP) is provided for informational purposes only. It is not a part of the resultant contract and is subject to change at the discretion of the Government.
