Installation ZURN 10� Model 375DA, Backflow Preventers Site Visit for this project will be 7 July 2026 at 10AM Address: 5401 East Lake Blvd Birmingham AL 35217 Bldg. 700 Civil Engineering Classroom Arrive at least 30 minutes prior to get access to the base. Part 1 � GENERAL 1.1 Project Identification 1.1.1 The General Provisions of the Contract, including General and Supplementary Conditions and General Requirements (if any), apply to all work specified in this document. 1.2 Scope of Work 1.2.1 General Description The contractor will provide all labor, materials, equipment, and supervision necessary to complete the following tasks: 2.1 Site Assessment Inspect existing backflow prevention assemblies and surrounding piping adjacent to B130. Verify system shutoff points and confirm compatibility of replacement units. Identify any code compliance issues requiring correction. 2.2 Removal of Existing Backflow Preventers Safely shut down water supply to affected lines. Remove two existing backflow prevention assemblies. Dispose of old units in accordance with local regulations. 2.3 Installation of New Backflow Prevention Assemblies Furnish and install two new backflow prevention assemblies of the specified type (ZURN 10� Model 375DA, please attachment 1 for specs and details). Install all necessary fittings, valves, supports, and insulation. Ensure proper orientation, clearance, and accessibility for future testing and maintenance. Restore water service and verify system integrity. 2.4 Testing and Certification Perform initial testing of both assemblies using certified backflow testing equipment. Provide official test reports as required by local water authority. Affix test tags to each device. 1.6 Site Cleanup Thoroughly clean the work area of dust, dirt, and debris. Restore the area to its original condition. Follow ANGETL, ANG Handbook, and Unified Facilities Criteria throughout the project. Notify the Contracting Officer immediately if work outside the scope is requested. No additional work shall begin without written authorization. Cost increases beyond the original budget estimate will not justify additional fees unless caused by an approved scope change. 1.7 Contract Responsibilities The contractor shall: Contract directly with the Contracting Officer. Provide and pay for all labor, materials, equipment, tools, and machinery. Issue all required notices and comply with all applicable codes, ordinances, and regulations. Notify the Contracting Officer immediately if work outside the scope is requested. No additional work shall begin without written authorization. Cost increases beyond the original budget estimate will not justify additional fees unless caused by an approved scope change. Notify the Contracting Officer in writing of any observed variances between contract documents and legal requirements. Assume responsibility for work is performed contrary to requirements if no notice is provided. Accept modifications to contract documents required due to legal requirements. Maintain strict discipline and good order among employees; do not employ unfit or unskilled personnel. Provide all required submittals (shop drawings, catalog cuts, brochures, test reports, schedules, estimates, correspondence) in a timely manner. 1.8 Submittals All materials must be approved prior to installation. No work may begin until it is reviewed with the Contracting Officer. Any deviations must be reported to the Contractor and Contracting Officer. The contractor is responsible for full compliance with this SOW. Milestones and deliverables must be submitted prior to mobilization. Part 2 � PRODUCT SUBMITTAL 2.1 Construction Materials Contractor shall use AF Form 3000 to document all provided materials. Contractor shall, review all materials to determine acceptability for government use. Part 3 � EXECUTION 3.1 Regulatory Guidance Applicable regulatory documents include: Unified Facilities Criteria (UFC) ANG Form 920 Report AF Form 7115 Real Property Report ANGH 32?1084 (27 Jan 2015) Space Authorization The Contracting Officer Representative will provide all known regulations, standards, and directives. Part 4 � QUALITY ASSURANCE Contractor shall follow U.S. Air Force standard Quality Assurance (QA) and Quality Control (QC) procedures. Contractor shall implement documented processes for testing, inspection, and verification of all deliverables. Part 6 � MISCELLANEOUS Insurance requirements apply as specified in the contract. Payment will be made monthly in arrears through the Government�s Wide Area Workflow (WAWF) system. Contractor must complete required forms for all hazardous materials brought into the installation and for all waste generated. Part 7 � ANTI?TERRORISM / OPERATIONS SECURITY 7.1 Access and Security Requirements Access and General Protection/Security Policy and Procedures. This standard language is for contractor employees with an area of performance within Government controlled installation, facility, or area. The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer�s Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation�s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy. Should the Force For Contractors that do not require CAC, but require access to a DoD Facility and/or Installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (AFI 10-245, AFI 31-101 and AFMAN 31-113), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations Antiterrorism Awareness Level I Training (AT Level I). This standard language is for contractor employees with an area of performance within a US Government controlled installation, facility or area. All contractor employees, to include subcontractor employees, requiring access to US Government installations, facilities and controlled access areas shall complete AT Level I training within 45 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. AT Level I may be accomplished by a Level I qualified instructor; completing the Force Protection computerbased training (CBT) course on Joint Knowledge Online (JKO) at https://jkodirect.jten.mil/Atlas2/ aces/page/login/Login. Seam. For those without a CAC, select "Non-CAC" user on the JKO site. Tracking for each contractor or subcontractor employee is the responsibility of the COR or unit AT Representative PERFORMANCE PERIOD The total performance period for this contract is 120 days.
