Description

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award, on a sole source basis under the authority of 10 U.S.C. 2304(b)(2), a Cost Plus Fixed Fee (CPFF) and Cost Only, Indefinite Delivery, Indefinite Quantity type contract to SEACORP, CAGE Code 2V276, Middletown, RI 02842. This requirement is to modify the Payload Control System (PCS) program for each Advance Processor Build (APB) and the quantity and type of payloads advanced for potential integration with PCS. The contractor shall perform architecture development, interface specification development and modification, prototype development, software/hardware integration and testing, capstone demonstration to further develop PCS Technology and CSA-PI Data Interface (CDI) software to enable payload integration prototypes, and early platform installation, test, and analysis efforts to validate technology advancements. SEACORP owns, and has full rights and title to, the Small Business Innovation Research (SBIR) data that was developed under the previous SBIR efforts. This requirement is a follow-on to N66604-21-D-E100 with SEACORP and it is anticipated that 228,130 man-hours will be required over the five-year period of performance. The NAICS Code is 541715 and the size standard is 1,000 employees. This notice of intent is not a request for competitive proposals. All responsible sources may submit a capability statement which will be considered by the Government. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government. Further details will be released upon issue of RFP # N6660426R0063, which is anticipated to be in early December 2025.
