Presolicitation Notice General Information Notice Type: Presolicitation Project Title: Emergency Fire Response and ARFF Vehicles Maintenance Proposed Solicitation Number: TBD Agency / Office: Department of War / US Space Force / 30 CONS / PKB Location: Vandenberg Space Force Base, Lompoc, CA 93437 NAICS Code: 811310 (Commercial and Industrial Machinery and Equipment Repair and Maintenance) Product Service Code (PSC): J042 (Maintenance, Repair, and Rebuilding of Equipment: Fire Fighting, Rescue, and Safety Equipment) Posting Date: 7/20/2026 Description of Requirement 1.0 BACKGROUND Vandenberg Space Force Base requires maximum operational readiness for its fire apparatus and emergency response vehicle fleet through scheduled preventative maintenance checks and services strictly adhering to National Fire Protection Association (NFPA) standards. This requirement covers scheduled preventative maintenance and unscheduled "Over and Above" repairs for the Emergency Fire Response and Aircraft Rescue Fire-Fighting (ARFF) vehicle fleet to ensure life safety, structural fire protection, and flight line crash-rescue capabilities are never compromised. 2.0 EQUIPMENT & SERVICES REQUIRED The Contractor shall execute scheduled preventative maintenance in accordance with original equipment manufacturer (OEM) manuals and NFPA standards (NFPA 1911, NFPA 414, NFPA 1901/1900). Work includes, but is not limited to: Preventative Maintenance: Proper functionality checks of all major sub-systems and assemblies. Fluid and Filter Management: Changing of all fluids and lubricants, and replacing all associated filters at scheduled intervals. Brake and Tire Services: Tire replacement/rotation/balancing, alignment, and brake inspections/adjustments. Electrical System Checks: Testing battery voltage, load management systems, optical warning devices, and sirens. Fire Pump & Foam Systems: Full draft and performance tests (IAW NFPA 1911) and foam proportioning system calibration (compliance with mil-spec AFFF or fluorine-free requirements). Over and Above (O&A) Work: Identification and execution of unprogrammed repairs. 3.0 MAINTENANCE AND RECOVERY Delivery Time Frame: Government assets should not exceed two (2) calendar weeks for preventative maintenance and six (6) calendar weeks for unforeseen circumstances or parts shortages (with approved extension). Certifications: Technicians must hold current Emergency Vehicle Technician (EVT) certifications (e.g., F1-F4 for standard fire apparatus, A1-A3 for ARFF) for the systems they are servicing. Asset Transport: Vehicles will be driven or trailered to the desired contractor�s locations by licensed government personnel. Non-drivable assets will be delivered via low-boy or heavy machinery trailer. 4.0 COMPLIANCE HAZMAT & Environmental: The Vendor shall comply with all Bioenvironmental and Hazardous Waste Management codes within the State of California. Foam Discharge: The Contractor must capture and appropriately dispose of all discharged foam solutions in accordance with environmental regulations and EPA regulations regarding PFAS/PFOA compounds. 5.0 PERIOD OF PERFORMANCE Base Period: Twelve (12) Months. Option Periods: Two (2) 12-month option periods. 6.0 GOVERNMENT FURNISHED PROPERTY/INFORMATION Government Furnished Items (GFI): N/A Government Furnished Equipment (GFE): N/A 7.0 ATTACHMENTS Statement of Work (SOW): For a comprehensive description of all tasks, deliverables, and performance requirements, please reference the DRAFT Statement of Work (SOW) attached to this presolicitation notice. Regulatory Authority and Acquisition Strategy This notice is published in accordance with the Revolutionary FAR Overhaul (RFO) 5.101 and 12.201-1 for acquisitions at or below the Simplified Acquisition Threshold (SAT), as supplemented by Department of War (DoW) guidance, including DFARS Deviation 2026-O0003 and 2026-O0028. Please note the following: This is a Presolicitation Notice, NOT a Request for Quotations (RFQ). A solicitation document does not currently exist and will not be posted to the Governmentwide Point of Entry (GPE / SAM.gov) or the PIEE Solicitation Module at this time. Following the conclusion of this mandatory 15-day posting period on 4 August 2026, the Government intends to directly solicit quotations from selected sources capable of meeting the requirement, in accordance with RFO 12.201-1(c)(2). The Government does not intend to award a contract based on this presolicitation notice or to pay for the information solicited herein. This notice is issued solely for informational and planning purposes. Instructions for Interested Parties Although the Government intends to directly solicit quotes from selected vendors after this notice expires, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency in determining the final list of vendors to solicit.
