Description
*** DUE TO THE FISCAL YEAR ROLLOVER, THE PREVIOUS PRESOLICITATION #19AQMM25R0257 HAS CHANGED TO THE CURRENT #19AQMM26R0140 **** The U.S. Department of State (DOS) has a requirement for a qualified Contractor to provide Local Guard Services to support the U.S. Mission in Dar es Salaam, Tanzania. The Government requires a secure environment to conduct their mission. The Contractor shall provide the organizational structure, management, and qualified staff at levels adequate to meet or exceed the requirement contained in the Performance Work Statement. The Contractor shall be required to provide services in a manner that prevent loss or injury to U.S. personnel, dependents, property; destruction of assets; to prevent unauthorized access; and deter potential terrorist attacks. Anticipated period of performance of the contract is one base year and four one-year options (to be exercised at the sole discretion of the Government). An in-person Site Visit will be conducted on 16 March 2026 (see Section L.1 of the solicitation). Please fill out the Restricted Access Request form (if you have not done so already). Once offerors have emailed their Restricted Access Request forms to the Contracting Officer, offerors are required to hit the "request access" button in SAM.gov in order to view the solicitation and all related exhibits. -------------------------------------------------------------------------------------------------------------- Amendment A001 - The purpose of this amendment is to: - Respond to the Site Visit questions posted by potential offerors. - Incorporate the updated Exhibits D, M, P, Q, and Att. 3 into Section J - Remove mention of Exhibit U from Section J and designate this exhibit as RESERVED. - Insert Tab G in Section L.11.1, of the Price Proposal. - Incorporate the following instruction into Section L.11.2.1.2, "Offerors shall identify the manufacturer, make, model, and quantity of all essential equipment required for contract performance. In addition, offerors shall complete the tables in Exhibit D by providing the estimated quantity for the entire contract, unit cost, total cost (including base and option years), and the anticipated country of origin (if not the United States)." -Extend the proposal due date for this solicitation. The new proposal due date/time is 23 April 2026/12:00EST. All other terms and conditions remain the same. -------------------------------------------------------------------------------------------------------------- Amendment A002 - The purpose of this amendment is to: - Extend the proposal due date to 8 May 2026/12:00pm EST. All other terms and conditions remain the same. -------------------------------------------------------------------------------------------------------------- Amendment A003 - The purpose of this amendment is to: - Incorporate Exhibit U into the solicitation and update Section J. All questions pertaining to the costs columns in Exhibit D will be answered in the next amendment (see Q&A form). The proposal due date remains the same. All other terms and conditions remain the same. -------------------------------------------------------------------------------------------------------------- Amendment A0004 - The purpose of this amendment is to: - Incorporate the updated Exhibit D, Contractor Furnished Equipment. - Incorporate the updated Exhibit S. Please note the ODC tab that the offeror is required to complete (see Section L.11.1.2). - Update Section L.11.1.2, Other Direct Costs.- Update Section M.2.1, Price Proposal Evaluation. - Update Section M.2.2, Technical Proposal Evaluation. - Extend the proposal due date to 15 May 2026/ 12:00pm EST. All other terms and conditions remain the same.
