Description
The US Army Corps of Engineers, Omaha District (NWO) intends to negotiate on a sole source basis IAW FAR 6.302-1(a)(2)(iii)(B) with Edman Bryan, LLC., 172 Highway 212 E, Granite Falls, Minnesota, 56241-1769 for a contract modification, on W9128F25C0008, associated with repairing roof leaks associated with the PRIDE Hangar, B7504 located at Ellsworth AFB, South Dakota. Edman Bryan, LLC is currently performing a broad scope of both new and construction and facility renovation as part of the contract. The current contract includes work associated with mechanical equipment, plumbing, HVAC, masonry, and concrete. The existing contract does not include roof repair. As a result, the identified roof repair requirement falls outside the scope of Edman Bryan, LLC�s current contract. Recent roof leaks have directly affected areas within the historic PRIDE Hangar, B704 that has caused finishing work activities to be suspended. These leaks have caused work stoppages, damage control efforts, and re sequencing of tasks, all of which have negatively impacted the construction schedule. Continued water intrusion threatens completed work, disrupts construction activities, and prevents the contractor from delivering a complete and useable facility as part of the broader B-21 beddown at Ellsworth AFB, SD. Introducing full and open competition for the roof repair requirement would further delay the project. A competitive procurement would require time for solicitation development, proposal submission, evaluation, and award�time the project schedule cannot absorb. Additionally, onboarding a new contractor would require site familiarization, coordination with Edman Bryan, LLC�s ongoing activities, and integration into an already compressed schedule. These delays would directly impact the final delivery of the facility and jeopardize mission critical milestones. This acquisition is being conducted under FAR 6.302-1(a)(2)(iii)(B). There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 236220 - Commercial and Institutional Building Construction with a Small Business Size Standard of $45 Million. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. Parties that are interested in this opportunity may submit capability statements regarding the firm's experience in military roof repair construction work, including bond-ability, sufficient to determine capability in providing the same or similar construction services. All capability statements received by the closing date of the publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted only by e-mail as a Microsoft Office Word, Microsoft Office Excel, or Adobe PDF attachment to sarah.a.martin@usace.army.mil. Statements are due by 1400 (2:00 pm) Central Time 7 January 2025. No phone calls will be accepted.
