REQUEST FOR INFORMATION Defense Health Agency (DHA) Psychological Assessment Tools HT001526RFI0003 THIS IS A REQUEST FOR INFORMATION (RFI) AND DOES NOT CONSTITUTE A SOLICITATION. This RFI is solely issued for informational and planning purposes. Responses are not offers and cannot be accepted by the government to form a binding contract. The U.S. Government will not pay for any information or administrative costs incurred in responding to this RFI. The Government reserves the right to use the information provided by respondents for any purpose deemed necessary and legally appropriate. The Government does not plan to provide feedback or answer questions. BACKGROUND: The DHA provides medical and mental health services to active duty, retired, and dependent beneficiaries worldwide. DHA is seeking to identify a comprehensive suite of psychological assessment tools and a corresponding delivery platform to standardize and enhance the quality of mental healthcare across the enterprise. These tools will be used by clinicians at 100+ Military Treatment Facilities (MTFs) globally to support the assessment and treatment of various psychological conditions. DHA requires a centrally managed, enterprise-wide capability for the administration, scoring, and reporting of psychological assessment tools. The suite of required tools includes, but is not limited to, assessments for Post-Traumatic Stress Disorder (PTSD), depression, anxiety, substance use disorders, personality disorders, memory and learning, autism spectrum, and cognitive functioning. Anticipated Acquisition Strategy: The Government intends to utilize a centralized purchasing and decentralized allocation model to manage these tools enterprise-wide. Rather than individual MTFs purchasing tests directly, the central Program Office anticipates issuing consolidated Task Orders for bulk quantities of test licenses or enterprise subscriptions based on global projections. The Program Office will then allocate and manage access to these pre-purchased tools for individual MTFs and clinicians. Any services or platforms must be compliant with Health Insurance Portability and Accountability Act (HIPAA), Department of War (DoW) cybersecurity standards, and applicable clinical guidelines. PLEASE INCLUDE THE FOLLOWING IN YOUR RESPONSE: A. Company Information Company name, address, website. Point of contact name, title, email, phone. Business size and socio-economic status under NAICS Code 518210 (Data Processing, Hosting, and Related Services). You may also suggest another NAICS if appropriate. B. Capabilities Describe your ability to provide a comprehensive platform of psychological assessment tools to multiple, geographically dispersed facilities. Assessment Catalog: Provide a list of the specific proprietary psychological assessment instruments your company publishes and/or is authorized to provide on your platform. A list of specific assessments the Government is seeking solutions for is attached (labeled Assessment Measures from Survey). Indicate on the spreadsheet which assessments your company can provide access to and/or provide the name of an alternative assessment that you believe to be functionally equivalent. License and Subscription Management: Given the Government's intent to utilize a centralized purchasing/decentralized allocation model, describe your platform's administrative capabilities. Specifically address: How the central Program Office would monitor the overall enterprise "pool" of purchased licenses or test credits. How does the platform allow the Program Office to provision, revoke, or track access for individual users or specific MTF clinics drawing from that central pool. Your platform's ability to generate automated, detailed quarterly usage reports (burn rates) to support Contracting Officer's Representative (COR) oversight. Pricing Models: Describe your standard commercial pricing models (e.g., flat enterprise subscriptions, tiered per-user subscriptions, per-test administration fees). Explain how your pricing structure easily accommodates bulk purchasing by a central office for distribution across a large enterprise. Crucially, indicate if your platform supports a "universal credit" or "digital wallet" model where the Government can purchase a bulk pool of generic credits that can be drawn down dynamically by any assessment in your catalog, or if the Government is required to pre-purchase specific quantities of each individual test type. Version Control and Inventory Transition: Describe how your platform handles the release of new, updated assessment versions. If the Government has a pre-purchased inventory of administrations or credits for an older version of a test, describe your policy for transitioning, converting, or rolling over those assets to the new version. C. Cybersecurity Describe your approach to complying with the security requirements prescribed in the DFARS clause 252.204-7012, �Safeguarding Covered Defense Information and Cyber Incident Reporting�. Describe your approach to complying with the Cybersecurity Maturity Model Certification (CMMC) requirement as required by DFARS clause 252.204-7021, �Contractor Compliance with the Cybersecurity Maturity Model Certification Level Requirements�. What CMMC level are targeting, and what is your timeline for achieving certification? Provide an overview of your cyber incident response plan. Describe your approach in meeting the cyber incident reporting and handling requirements as required by DFARS clause 252.204-7012. D. Past Performance Briefly identify your history of performance with large or geographically dispersed organizations, particularly in providing and managing psychological assessment tools or similar clinical resources. Customer names are not required. E. Innovations and Recommendations Identify any value-added or innovative approaches (e.g., adaptive testing, automated interpretation, longitudinal outcome tracking) that could improve the timeliness, quality, or clinical utility of psychological assessments. Identify any concerns, risks, or issues you foresee with executing these services for multiple, geographically dispersed locations within a multi-vendor framework.
