Description

The purpose of Amendment 02 is to add Appendix A to Attachment 2 - Statement of Work � 70Z03826QB0000147 and to answer the following questions: QUESTION: Should laboratories expect untreated aqueous engine-wash water, or could samples contain oil, fuel, coolant, bilge water, suspended material or multiple phases? ANSWER: The laboratory should expect water samples taken from a local source, i.e. county, city, etc. that has been passed through a filtered system. QUESTION: Are there required method detection limits or reporting limits for appearance, chloride, sulfate, sodium, hardness, conductivity at 25�C, pH and dry residue/total dissolved solids? ANSWER: Inspection limits are in Appendix A in Attachement 2 - Statement of Work - 70Z03826QB0000147. QUESTION: If no specific methods are prescribed, may the laboratory use appropriate validated ASTM, ISO or Standard Methods, provided its reporting limits are below the applicable acceptance thresholds? ANSWER: ASTM/ISO methods for each parameter is acceptable. QUESTION: Does the required seven-day reporting period mean seven calendar days from laboratory receipt? ANSWER: Yes. The reporting period is 7 calendar days from the date of receipt. QUESTION: Would preliminary results issued within seven calendar days, followed by a quality-reviewed final report, satisfy the turnaround requirement? Alternatively, is a standard 10-business-day turnaround acceptable for any methods that cannot be completed within seven calendar days? ANSWER: USCG would not accept preliminary results, in this case. Final reports are due no later than 7 calendar days from the date of lab receipt. _____________________________________________________________________________________________ The purpose of Amendment 01 is to answer the following questions: QUESTION: Is sample collection is the responsibility of the contractor or USCG personnel? ANSWER: Sample collection will be the responsibility of USCG personnel and all samples will be shipped directly to the laboratory. QUESTION: Is this the total annual quantity across all 17 locations identified in the SOW, or does each location require approximately 100 samples per year? ANSWER: This will be a total of 100 samples per year from the 17 identified locations and USCG cutters. This is not 100 for each location. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number 70Z03826QB0000147 is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect as of November 28, 2025, IAW the Revolutionary FAR Overhaul (RFO). The applicable North American Industry Classification Standard Code is 541990. The small business size standard is $19.5 million. This is a Total Small Business Set-Aside. All responsible sources may submit a quotation which shall be considered by the agency. The United States Coast Guard (USCG), Aviation Logistic Center (ALC), Elizabeth City, NC intends to award an Indefinite Delivery Requirements type contract on a full and open competitive basis for Engine Water Sample Testing for the MH-65E aircraft. This requirement will be procured via issuance of individually funded task orders. The anticipated period of performance will be five (5) years total, consisting of one (1) year base period, and if exercised, four (4) one-year option periods, this contract shall not exceed five (5) years.
