Synopsis � J&A for Other than Full and Open Competition Class Code: DJ01 NAICS Code: 611310 Subject: NOTICE OF INTENT TO SOLE SOURCE � Cybersecurity Research and Development Services Solicitation Number: TBD Set-Aside Code: NA Response Date: 06/16/2026 Place of Performance: US Army Contracting Command � Aberdeen Proving Ground Adelphi Contracting Division Aberdeen Proving Grounds, MD 21005-50001 Description: The United States Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, based on compatibility requirements and unique contractor capability. The Government intends to solicit and negotiate with University of Texas at El Paso (UTEP), 500 W. University Ave., El Paso, Texas 79968-8900 (CAGE Code: 0MLB3) for the award of an Indefinite Delivery, Indefinite Quantity (IDIQ) contract to provide continuous cybersecurity support services to the DEVCOM Analysis Center (DAC) laboratories. The anticipated ordering period for this IDIQ contract will be five (5) years, during which Cost-Plus-Fixed-Fee (CPFF) task orders will be issued. This notice of intent is not a request for competitive proposals. However, any responsible source that believes it has the capability to meet the Government�s requirement may submit a capability statement, proposal, or quotation, which will be considered by the Government only if received by the closing date and time specified in this notice. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Requirement: The objective of this contract is to provide critical cybersecurity analysis and support to the DEVCOM Analysis Center (DAC) laboratories in order to support the equipping, modernization, and sustainment of weapons systems and materiel for the Warfighter. The University of Texas at El Paso (UTEP) is the only responsible source capable of meeting the Government�s requirements due to its established integration with DAC laboratory systems and its unique technical expertise supporting the existing cybersecurity research environment. UTEP personnel possess specialized knowledge of the DAC laboratory infrastructure, experimental research platforms, and cybersecurity architecture, which enables them to: Maintain and support existing cybersecurity research systems Implement updates required to support new experimental articles Ensure compatibility with DAC laboratory environments Conduct ongoing cybersecurity research and analysis required for mission execution Due to this unique knowledge of the existing laboratory environment and system architecture, transitioning this effort to another source would result in significant technical risk, schedule delays, and potential disruption to critical cybersecurity research supporting the Warfighter.
