Description

The Vermont Army National Guard (VTARNG) intends to issue a solicitation for Non-Clinical Case Management. The VTARNG Office of the Deputy State Surgeon has a requirement to provide Non-Clinical Case Management Services for VTARNG service members (SM) thereby promoting fitness and personal wellness for operational readiness and deployability. Non-Clinical case Managers coordinate all aspects of the care of individual patients. They ensure proper utilization of services and resources and provide assistance within, between, and outside of VTARNG facilities. This is a sources sought notice only. The VTARNG is issuing this sources sought synopsis as a means of conducting market research to provide Non-Clinical Case Management as a Small Business Administration 8(a) Certified set- aside, provided two (2) or more qualified SBA Certified 8(a) businesses respond to this sources sought notice with sufficient information to support a set-aside. We encourage all SBA 8(a) certified businesses, in all socio-economic categories, to identify their capabilities in meeting the requirements at a fair market price.The contract type is anticipated to be a Firm Fixed Price and will be a five (5) year contract comprised of a 12-month base ordering period commencing on or about 12 July 2026, with four (4), twelve-month option periods and one six-month option to extend the terms of the contract, if deemed necessary. A request for proposal (RFP) will be issued on or about 20 March 2026 with responses due NLT 19 April 2026. Non-Clinical Case Management is supported out of the Green Mountain Armory located at 789 Vermont National Guard RD BLDG 7 Colchester, VT 05446.The intent of this notice is to determine if there are SBA 8(a) certified businesses who can support the requirement. While it is the intent of the VTARNG to maximize competition, the results of this sources sought announcement will determine if VTARNG solicits as a competitive 8(a) set-aside or if the VTARNG will proceed with a sole source procurement action. The applicable NAICS code for this requirement is 541611, Administrative Management and General Management Consulting Services with a Small Business Size Standard of $24,500,000. The Product Service Code is Q802, Clerical Medical Support. Each respondent must clearly identify their business size in their capabilities statement and include their UEI and CAGE Code. When responding to this notice, interested vendors shall include a short narrative, no more than three, pages, describing the businesses capability to support Non-Clinical Case Management with relevant past performance on similar contracts.
