Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial services prepared in accordance with the format in FAR Subpart 12.6 and issued as a Request for Quotes (RFQ). This announcement constitutes the only solicitation; quotes are requested and a written solicitation will not be issued. The Government will use FAR Part 12 commercial procedures and reserves the right to award without discussions. This procurement is a total SDVOSB set-aside. Offerors must be SBA VetCert-certified and listed in SAM.gov as SDVOSB-certified at the time of offer and award, in accordance with FAR 52.219-27 and the SBA Veteran Small Business Certification Program (13 CFR Part 128). The contractor shall provide all labor, transportation, materials, tools, equipment, supervision, and testing to replace damaged fiber and install new fiber between Building 100 (Main Hospital) and Building 108 (VA Police) at MEDVAMC. Work includes four (4) fiber runs; installation of armor-jacketed single-mode OSP 12-strand (Runs #1 3) and armor-jacketed multi mode OM4 OSP 12-strand (Run #4); inner duct; racks, enclosures, patch panels; fan out kits, connectors/splices; full termination, labeling, and testing; routing through dispatch/IT rooms, basements, manholes, and risers to designated floors/rooms; warranty; and compliance with VA campus rules. All work shall be completed within sixty (60) calendar days after award (or Notice to Proceed), maintaining normal medical center operations/phasing as described in the PWS. Award will be made as single award firm-fixed price contract to the lowest priced, technically acceptable SDVOSB offeror with Acceptable/Neutral past performance and reasonable pricing. No tradeoffs will be made. See Section Evaluation Commercial Products and Commercial Services (LPTA) included in the solicitation.
