Description
Air Force Materiel Command, Air Force Life Cycle Management Center, Wright-Patterson AFB OH, intends to negotiate a sole source Firm-Fixed Price contract for the renewal of Deltek Inc.�s perpetual Winsight Analytics Software Licenses and Maintenance/Support in accordance with the format in FAR Subpart 15.2, as supplemented with additional information in this notice. The resultant Contract will be awarded to Deltek Inc. Market research was conducted and it has been determined that the procurement of the Winsight Analytics Software and Support is a sole source requirement IAW FAR 6.302-1. This is not a Request for Proposals (RFP) and no solicitation is available at this time. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Interested sources must respond in writing with clear and convincing evidence to support their ability to provide the required supplies/services within fifteen (15) days of this publication. A determination by the Government whether or not to compete this action will be based on responses received and is at the sole discretion of the Government. Authority: FAR 6.302-1 - 10 U.S.C. 2304(a)(1), Justification: Supplies/Services required are available from only one responsible source. Only One Responsible Source � No Other Supplies or Services Will Satisfy Agency Requirements Market Research results demonstrated that only one respondent is able to meet the government�s requirement, Deltek Inc. The Winsight Analytics Software is only licensed and sold directly by Deltek Inc., provided that Deltek Inc.is the sole distributor of Winsight Analytics Software Licenses. Additionally, Deltek Inc. is the only responsible source for the maintenance, support and continued use of the Government program office requiring and utilizing the Winsight Analytics Software. No other vendor can provide required support and maintenance of the Winsight Analytics Software Licenses. Furthermore, if the Government procured Winsight Analytics Software licenses from an alternative source, there would be unnecessary delays and duplication of costs associated with purchasing a new suite of licenses with maintenance which is prohibitively expensive. Col. Paul W. Tinker has been appointed as Ombudsman. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of the Ombudsman does not diminish the authority of the program director or the contracting officer. Accordingly, the Ombudsman does not participate in the preparation of solicitations, the evaluation of proposals or the source selection process and, therefore, for routine matters on individual solicitations, please contact the buyer at the email listed.
