THIS IS A REQUEST FOR INFORMATION (RFI) NOTICE ONLY. This is not a solicitation or Request for Quote/Proposal. The purpose of this RFI is for planning purposes only, no contract or purchase order will be awarded as a result of this notice. The anticipated North American Industry Classification System Code (NAICS) for this requirement is 561612 "Security Guards and Patrol Services." The Product Service Code (PSC) for this requirement is anticipated to be S206 "Housekeeping Guard." The primary purpose of this notice is to improve small business access to acquisition information, to enhance competition and identify potential sources (for contracting and subcontracting opportunities) that are interested and capable of performing the work described below. Acknowledgment of receipt of responses will not be made, nor will respondents be notified of the evaluation of the information received. DOI will not accept unsolicited proposals in response to this RFI. If you are interested in participating in this market research activity, you may submit a response in accordance with the requirements and instructions contained herein. Responses are to be sent via email no later than 12 January 2026 at 12:00 PM Eastern Time to the Points of Contact (POC): Contracting Officer: Jonathan Chisholm - Jonathan_Chisholm@ibc.doi.gov Contracting Specialist: Breanne Walters - breanne_walters@ibc.doi.gov VENDOR RESPONSE SUBMISSION: Attached is a draft Statement of Work (SOW). Feedback and recommendations are highly encouraged. This is a market research tool used to identify market capability and solutions (to include statement of work revisions), as well as the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of award. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice. Information submitted by respondents to this notice is strictly voluntary. **Note: The attached SOW is purely a draft. Requirements and specifications are subject to change. A vendor's response should address the following elements to the maximum extent possible: 1. Organizational Information: a. Name of Organization b. Unique Entity ID (UEI) or CAGE Code, c. Primary Point of Contact - Telephone Number, Address, and Email address d. Organization's size status and socioeconomic status that applies; 2. Appropriate NAICS code and PSC (if other than what is listed above) for the services described in this notice with an explanation as to why this code(s) would be a better supported option; 3. Description of your organization's capabilities with regard to the draft SOW requirements. This should demonstrate ability to perform the services in the draft SOW. Maximum length: 5 pages 4. A brief description of the strategies the vendor may implement to mitigate and minimize personnel turnover associated with parking-related challenges experienced under the existing contract. Specifically, address how the approach could reduce or alleviate the burden of Washington, DC's parking regulations (e.g. 2-hour parking limitations, daily garage fees and ticketing), and whether the intended solution includes logistical, financial, or operational support to personnel impacted by the parking constraints. 5. Contract vehicles (GSA Federal Supply Schedule, GSA GWAC, or any other Government Agency contract vehicle), of which your business is a contract holder, for these services. (Lack of does not preclude a business from responding to this notice.)
