Description
The National Geospatial Intelligence Agency (NGA) intends to issue a sole source contract to ECS Federal, LLC (�ECS�) located at 2750 Prosperity Ave, Suite 600, Fairfax, VA 22031. This action establishes a new stand-alone contract, referred to as CANYONLANDS, at NGA in order to transition NGA-funded Research Topic Areas (RTAs) from an Army Research Lab (ARL) contract, referred to as RUNWAY. RUNWAY was created to resolve the most critical challenges facing the utility and operationalization of DoD�s Artificial Intelligence (AI) efforts, including the development and integration of GEOINT AI for both on-premises and cloud-based environments. RUNWAY was awarded to ECS and administered by ARL under Contract Number W911QX23C0027. CANYONLANDS will continue this work initiated by ECS on the RUNWAY contract, but will instead be administered by NGA. The anticipated period of performance consists of a base period of 12 months. The proposed contract action falls under the statutory authority of 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. Pursuant to 10 U.S.C. 3204(a)(1), and as implemented by FAR 6.302-1, �the head of an agency may use procedures other than competitive procedures only when�the property or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency.� Based on the market research, ECS Federal, LLC appears to be the only vendor capable of delivering the requisite services and solutions to meet mission needs. THIS NOTICE OF INTENT TO SOLE SOURCE IS IN ACCORDANCE WITH FAR 5.2 AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, responsible sources may identify their interest and capabilities with respect to this requirement. A determination by the Government not to compete this action based on responses to this notice is solely within the discretion of the Government.
