Description
The U.S. Bureau of Reclamation (BOR), Interior Region 10, California-Great Basin, Division of Acquisitions, Sacramento, CA is seeking interested vendors to assist Klamath Basin Area Office in achieving compliance with Endangered Species Act (ESA), Magnuson-Stevens Fishery Conservation and Management Act (MSA), National Environmental Policy Act (NEPA) and other applicable environmental policies, laws and regulatory processes for continued operation of the Reclamation�s Klamath Project. Specific components of the anticipated support activities include: � Administrative and Project Management Support � Support in the development of a Biological Assessment (BA) evaluating potential effects of Reclamation�s proposed federal action on listed endangered or threatened species. � Support in the development of response to, and implementation of, Biological Opinion(s) (BO[s]) received from regulatory agencies responding to Reclamation�s BA � Support for development of NEPA compliance documents to include Environmental Assessment (EA), Finding of No Significant Impact (FONSI) or Environmental Impact Statement (EIS) and associated Record of Decision (ROD) � Support for development of Magnuson-Stevens Act (MSA) Essential Fish Habitat (EFH) Assessment � Expert technical support in specific resource fields relevant to the Klamath Project for the above efforts, including but not limited to fisheries resources relevant to the Klamath Basin and regional, agricultural and tribal community socioeconomics. � Scientific Modeling Support � Literature Review and Reference Management The Project includes three primary storage reservoirs, Upper Klamath Lake (UKL), Clear Lake Reservoir, and Gerber Reservoir and two dams on the Klamath River, Link River Dama and Keno Dam that influence UKL elevations and Klamath River Flows. *Additional details regarding the efforts are provided in the attached draft Performance Work Statement. Notice Number 140R2026Q0016 has been assigned to this requirement and should be referenced on all correspondence regarding this announcement. Firms which can provide these services must submit written notice to the Contracting Office and must provide evidence in sufficient detail that demonstrates the respondent's ability to meet the stated requirement. Firms shall state previous experience of the same or similar scope, capability level (as a prime or subcontractor), personal qualifications, and so forth. Respondents are encouraged to identify suitable contract type, appropriate pricing arrangements, etc. for this requirement. Responses shall include the firm's SAM.gov Unique Entity ID (UEID). Firms shall identify their business size (small, other than small, etc.) in accordance with size standards $19M for NAIC code 541620 � Environmental Consulting Services. Please note that any prospective offeror must be registered in the System for Award Management (SAM) at www.sam.gov in accordance with FAR subpart 4.11.
