Description
This is a public announcement for a Request for Architect-Engineer (A-E) Qualifications in accordance with the Federal Acquisition Regulation (FAR) Subpart 36.6, Selection of Firms for Architect-Engineer Contracts, Defense and Department of the Air Force supplements, and the Brooks Act. Price proposals are not requested with this announcement and will not be considered. The Government anticipates awarding a minimum of three (3) A-E Indefinite-Delivery Indefinite-Quantity (IDIQ) single-award task order contracts (SATOC) with the most highly qualified firms following evaluation, selection, and negotiation. One (1) to a large business and two (2) to small businesses. Each awarded contract will have a (five) 5-year ordering period. The minimum contract obligation will be $2,000. The maximum quantity of all orders awarded under any single contract award shall not exceed $9,900,000 for the 5-year ordering period. The ordering period start date is anticipated to be January 5, 2026. Orders issued under each contract will be Firm-Fixed-Price using fully burdened pre-priced rates. The minimum order quantity will be $2,000. The maximum order quantity will be $1,000,000. Statutory fee limitation: Adhere to 10 U.S.C. 9540. Current limitation is 10 percent. The contract price for production and delivery of designs, plans, drawings, and specifications shall not exceed 10 percent of the estimated cost of construction of the public work or utility, excluding fees. These contracts will fulfill multiple future requirements for: (1) Professional services of an architectural or engineering nature, as defined by applicable State law, which the State law requires to be performed or approved by a registered architect or engineer. (2) Professional services of an architectural or engineering nature associated with design or construction of real property. (3) Other professional services of an architectural or engineering nature or services incidental thereto (including studies, investigations, surveying and mapping, tests, evaluations, consultations, comprehensive planning, program management, conceptual designs, plans and specifications, value engineering, construction phase services, soils engineering, drawing reviews, preparation of operating and maintenance manuals and other related services) that logically or justifiably require performance by registered architects or engineers or their employees. (4) Professional surveying and mapping services of an architectural or engineering nature. Refer to the contract-level scope of work for details. Individual orders will have project-specific scope requirements. No construction contract may be awarded to the firm that designed the project.
