Description

The Department of Veterans Affairs (VA) desires to lease sufficient Rentable Square Feet (RSF) of real property to yield 19,500 to19,900 of American National Standards Institute/Building Owners and Managers Association (ANSI/BOMA) Office Area (ABOA) square feet of contiguous space for use as a Community Based Outpatient Clinic (CBOC) within Grayson County, KY. A minimum of 130 on-site parking spaces is required, 10 shall be reserved for handicapped parking. The Department of Veterans Affairs will consider space located in an existing building as well as land for new construction for build to suit. The Louisville VA Medical Center requires a fully serviced, turnkey Lease with rent that covers all Lessor costs, including all shell upgrades, operating costs, real estate taxes, and security upgrades. The Lessor shall be required to design and build Tenant Improvements (TI). The Department of Veterans Affairs will consider space of sound and substantial construction with the ability to meet all current federal, state, and local government building codes and regulations including, but not limited to, fire and life safety, accessibility, sustainability, zoning, and OSHA standards per the terms of the Lease. A fully serviced firm-fixed priced lease term up to 20 years (10 years firm/ 10 years non-firm) will be considered. Space shall be in a modern quality Building of sound and substantial construction with a facade of stone, marble, brick, stainless steel, aluminum, or other permanent materials in good condition and acceptable to the VA. If not a new Building, the Space offered shall be in a Building that has undergone, or will be completed by occupancy, modernization, or adaptive reuse for the Space with modern conveniences. Delineated Area: To receive consideration, submitted properties must be located within Grayson County, KY and within the following area described below, which is bound by the following roads, or must front on any of the following boundary lines: North: US-62 East: KY-224 South: Western Kentucky Parkway/KY-1214/ Sulphur Well Rd/ Grant Rd/ Bloomington Rd/ Anneta Rd/ Western Kentucky Parkway West: KY-79 Potential offerors shall thoroughly and completely read all documents in the solicitation package accompanying RLP 36C24925R0019. Offers are due March 5, 2026, 3:00 pm Central Time. Question Submission regarding RLP 36C24925R0019 shall be submitted via email only to the Lease Contracting Officer (LCO) no later than February 16, 2026, 3:00 pm Central Time. No questions or requests for clarification will be accepted via phone. The LCO will issue an amendment to the RLP no later than February 19, 2026, 3:00pm Central Time addressing all questions. If no questions are received, no amendment will be issued. With respect to all matters relating to the lease acquisition for the subject project, only the LCO shall have the authority to issue and amend the RLP and award a Lease.
