Description

The Air Force Test Center (AFTC) intends to award a sole source contract to Ansys Government Initiatives, LLC (AGI) for the continued provision of advanced modeling, simulation, and analysis (MS&A) software, comprehensive maintenance, and engineering services allowing the Test Center to enhance core test and evaluation capabilities for complex weapon systems ensuring operational continuity within its legacy AGI software environment. The anticipated contract will be a firm-fixed price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) contract for software licenses and ancillary engineering services with an anticipated award date of 21 May 2026. The statutory authority which permits other than full and open competition for this acquisition is 10 United States Code (USC) 3204(a)(1), as implemented by the Federal Acquisition Regulation (FAR) Overhaul 6.103-1(b). This authority is supported by an approved sole source justification letter. The applicable NAICS code is 513210 with a size standard, defined by the U.S. Small Business Administration, is $47,000,000.00. This notice constitutes neither a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does it restrict the Government in any way to an ultimate acquisition approach. THIS IS NOT A REQUEST FOR PROPOSAL AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. AFTC has appointed an Ombudsman to raise concerns about potential errors relating to this acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process, matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather the Contracting Officer identified below.
